D) Noise Monitoring: There is no existing ·noise monitoring <br /> program other than specific project related studies. <br /> There is no regularly scheduled monitoring program in <br /> place at this time. All project-related noise studies <br /> are comprehensive documents but are not conducted using <br /> consistent methodologies (similar to traffic studies) <br /> and are therefore not comparable on a City-wide basis. <br /> <br /> E) Traffic Monitoring: The existing program consists <br /> basically of measuring yearly Levels of Service and <br /> Average Daily Traffic (ADT) observations which are <br /> utilized in conjunction with a set of adopted 'Traffic <br /> Assumptions' to project traffic conditions for the next <br /> 10-20 years. The program lacks a sufficient amount <br /> ongoing monitoring studies to verify traffic predictions <br /> over time. The traffic computer must be brought on line <br /> and utilized as a primary resource in order to provide <br /> daily hard data on which to compare assumptions and <br /> future projections. <br /> <br /> Environmental Monitoring Committee Recommendations: <br /> <br /> 1) ~pecific Recommendations <br /> <br /> a) Air Quality Monitoring Program <br /> <br /> 1) The City, should directly hire a qualified <br /> atmospheric scientist or'air pollution expert' <br />~ (consultant) to implement a quality assured Air <br /> Quality Monitoring Program and bill Hacienda <br /> Business Park for this cost (as specified in <br /> Condition No. 107 of Ordinance 1109 for Hacienda <br /> Business Park). Approval of this program should be <br /> provided by the Environmental Monitoring Committee <br /> and the Bay Area Air'Quality Management District <br /> (BAAQMD). <br /> <br /> 2) The air quality expert should work with the <br /> Environmental Monitoring Committee in establishing <br /> .programs to monitor the following key <br /> representative parameters: <br /> <br /> a) Carbon Monoxide <br /> b) Meteorological Conditions <br /> c) Total Suspended Particulates (TSP) <br /> d) Trace Metals <br /> e) Other potentially hazardous substances (Vinyl <br /> chloride, Ethylene Dibromide, Benzene, etc.) <br /> <br /> 3) Results of monitoring should be incorporated into a <br /> yearly report to the City Council. This report <br /> would be very useful in charting the impacts of <br /> growth on the City's environment and the City's <br />~ conformance with State and..federal standards as <br />· recommended by the Industrial Review Committee. <br /> <br /> - 3 - <br /> <br /> <br />
