Findings of Environmental Monitoring Committee <br /> <br />Over the past year, the 8 member Committee (1 resignation) <br />reviewed monitoring programs that are being conducted within the <br />City limits as a direct result of specific conditions of approval <br />for the new business parks and monitoring programs that are being <br />conducted as a part of the City's normal operating procedures. <br />Specifically the Committee concentrated on the monitoring of air <br />quality, noise, water quality, hazardous materials and traffic. <br />The Committee evaluated each program for its effectiveness in <br />measuring compliance with project imposed conditions of approval <br />and determined if an organized quality assured monitoring program <br />exists for each discipline. It was determined that all of the <br />five disciplines analyzed have some type of monitoring programs <br />in place. However, revisions and improvements need to be.made to <br />each program in order to be able to measure compliance with <br />specific project related conditions of approval and to insure <br />that the City of Pleasanton has in place an effective monitoring <br />program to track the environmental quality of the City in the <br />years to come. <br /> <br />Specifically, the Committee made the following-findings: <br /> <br /> A) Air Quality Monitoring: The existing developer's <br /> (Hacienda Phase I) program was thoroughly reviewed and <br /> determined to be producing a substantial amount of <br /> flawed data because of the failure to select and locate <br /> measurement systems according to accepted <br /> professional/EPA standards and the failure to establish <br /> an acceptable "quality assurance" program. The <br /> consequence is that the developer's program produces <br /> data that is inadequate for measurement of compliance <br /> with the project related conditions of approval. The <br /> program needs major revision and restructuring with <br /> greater emphasis on correct "siting" and establishment <br /> of good quality assurance procedures. <br /> <br /> B) Hazardous Materials Monitoring: The existing program, <br /> which is being administered by the Fire Marshal, is a <br /> good,program which will be further'expanded with the <br /> hiring of a Chemical Specialist later this month. The <br /> program will need to further emphasis on on-site <br /> monitoring where hazardous materials are stored and <br /> utilized. The City is most vulnerable to those <br /> hazardous materials being transported along the <br /> 1-580/I-680 'Acid' corridor. <br /> <br /> C) Water Quality Monitoring: The existing program was <br /> determined to be complete but fragmented. Water Quality <br /> Monitoring is being conducted at numerous locations <br /> throughout the City limits by Zone 7, Hacienda Business <br /> Park Owners' Association, City of Pleasanton Water <br /> Department, and DSRSD. All of these individual efforts <br /> would need to be coordinated in.order to provide the <br /> City with data that is in a usable form. <br /> <br /> - 2 - <br /> <br /> <br />
