because the detention basin is still subject to discussion. They wanted to depict a dog exercise <br />area on the site and their desire is for more space if possible. Mr. Ferber said the detention <br />basin is about 3.5 acres, '/< of which would be slopes, and he noted there are many dog parks in <br />California that are in drainage basins. The idea was to have a dry, small running area in the <br />corner at the edge of the park and if the basin is used, the area will be much more substantial. <br />Councilmember Cook-Kallio also liked the idea for having more shade. <br />Vice Mayor Thorne thanked staff and community participants, feels it has been an inclusive <br />process and the end product is in the best interests of the community. He likes the proposed <br />plan but still voiced concern in providing all-weather turf for the sports fields and did not want to <br />lose sight of the fact that we still have a need for all-weather sports fields in the City. He asked <br />staff to accelerate the process of providing those types of facilities on Bernal. He did not like the <br />idea of moving the ice facility, thinks it opens up too many possibilities for increasing FAR's, and <br />believed the proposed plan looks to be the best use of the property. He also supported the <br />second restroom, hopes the facility is a regional one which provides the ability for people to <br />spend money and have access to facilities in Pleasanton, and hoped for a bigger dog park if it <br />can be included into the plan. <br />Councilmember McGovern said she was a little concerned about the area where the plaza <br />connects to the retail and hoped that in working with the retail center, the City can have a good <br />entrance to the park, as well as have a good transition from the retail area from the corner to the <br />east. She is intrigued with the grassland sections by 12 where overflow parking can be located, <br />and she questioned whether it could be used for lawn bowling. <br />Mr. Wolfe said staff's concern was that formalized activities not be proposed there because <br />there may be issues with priority when the lot is needed for overflow parking and wanted <br />maximization of use. He said their intent was to reduce the amount of hardscape, but informal <br />activities could occur, and Mr. Ferber said one factor will be one of maintenance. <br />Councilmember McGovern said she was interested in shade structures, more picnic and sitting <br />areas, having the park built at the same time and what kinds of plans can be worked out with <br />the Sharks. She wanted to know how many fields could actually fit into the acreage the Sharks <br />area is taking, and she wanted to see whether the City could have some donation toward Bernal <br />Park. She said the park offers many amenities, is extremely interested in the Arroyo, looking at <br />the fish ladder and more native area, is excited with the children's play area and good <br />equipment, is interested in looking at what happens with the detention area and increasing the <br />size of the dog park, and possibly bring back the bocce ball area. She did not want to think that <br />19 and 30 are the only areas of the park that can be used by the public, is interested in <br />connecting West Los Positas, wants the large building to be net zero using solar, and <br />appreciates the work done. She requested the discussion with the Sharks be transparent. <br />City Manager Fialho said staff would bring back some conceptual terms at a regular meeting for <br />the Council's review and input and said a similar process occurred with Park View assisted <br />living facility where financial cash flow issues were discussed. A ground lease was returned at <br />that time for Council review and consideration, which was ultimately ratified in public. <br />Councilmember McGovern confirmed with the City Manager that staff can hold the conceptual <br />ground lease term discussion in late August, receive the Council's reaction and then establish a <br />better timeline as to the final agreement. At that time, more information can be gathered on the <br />detention basin and other comments.
