Beyond that, the Council needs to understand the value proposition the <br />Sharks will make which he has not yet reviewed. <br />Councilmember Sullivan also supported a second restroom, likes the idea of the detention basin <br />being more of a natural environment similar to what was done with Kottinger Creek, believes the <br />Fremont Land site should better integrate to a park if the Sharks facility does not work out, if the <br />Sharks facility is approved, the facility will have a huge refrigeration load and power and the City <br />should look at it as a net zero energy facility. He agrees with comments regarding the <br />circulation network and roads. <br />Mayor Hosterman asked for an explanation of the issues surrounding relocating the ice rink <br />facility and it being circulated by some of the retail and parking. City Manager Fialho said the <br />issue is that staff would need collective direction from the Council to proceed in this regard, <br />which would open the door for further discussions with Fremont Land. He said possibly the <br />Sharks facility could be downsized which is one option staff could look into, it might be located <br />somewhere on the site but they have entered into a sales and purchase agreement with the <br />County and the City would need to develop consensus with the County and Fremont Land that <br />this would be a modified or suitable use willing to be explored with the City. <br />The second option would be to move the facility somewhere and reorient the retail center in a <br />manner that allows some combination of retail anchored by the retail site on the public land. If <br />the Council were interested in pursuing this, staff would need to return to the public process as <br />well as bring in Fremont Land and the County for those discussions. This may or may not <br />impact the floor area ratio of retail. <br />Councilmember Cook-Kallio said she thought the workshop process was to discuss placement <br />of the facility, one of the reasons they did not look at moving it eastward was because the area <br />highlighted had some trees and bird watching areas they wanted to preserve. City Manager <br />Fialho said the consultant tried to develop a plan which addressed all needs and interests from <br />what was gathered from the community. He determined that if an open space meadow is <br />proposed, he suggested a location because it complimented the Arroyo and the eastern <br />boundary of the city feathers growth in that direction, as well as facilitates the trail connection. <br />Councilmember Cook-Kallio questioned if those things could be addressed in the PUD process <br />and not in the master plan. She said the entire ice rink facility still needs to be carefully <br />negotiated with the Sharks, and confirmed with the City Manager that the Council really needed <br />to choose a direction. <br />Councilmember Cook-Kallio said she believes there were good discussions in that the noise <br />and the wind did not make it a good place. She likes the trails the way they are in the master <br />plan, supported the second restroom, supported the meadow where it is, likes preservation of <br />the trees, views the public/private partnership as an opportunity, likes the idea of a high school <br />sports team, wants the facility to be affordable for kids, understands there is the possibility that <br />Stoneridge might go through in the future and wants this to stay on the table. She also supports <br />the small and large dog park, and supports staffs recommendation with the addition of the <br />second restroom. <br />Mayor Hosterman said she would like more opportunities for people to exercise their dogs off- <br />leash, and the square footage. Mr. Wolfe said in the original plan, the dog exercise area was <br />much larger.
