restroom. City Attorney Roush said the City would not want to rule out a closed session item. He said if staff follows the City Manager's outline, there could be a closed session item. Councilmember McGovern referred to seeing how all of the paths go, and she asked staff to provide this information on how they flow. Mayor Hosterman said she had many of the same concerns which Councilmember Sullivan raised regarding placement of the ice rink and had discussions with staff about this. Every time she tried to move it around on the map, she had major difficulties. She does like the idea of having the open space meadow near the waterway, likes having views in a couple of directions, is concerned about the issues with pushing that facility in a public/private partnership onto Fremont Land's property and how that would play out. She said in looking at the plan carefully and all of its amenities, she believed it will be a lovely park, and she likes the idea of burying the ice rink to the extent of separating it from nearby neighborhoods. She likes the idea of ensuring there are opportunities for neighbors and for CLC to access the park, likes incorporating all questions and concerns that came forward, but conceptually, she supported the placement and the plan and supported the idea of mandating a net zero facility. Councilmember Sullivan said he would not support a motion to accept staff's recommendation. It was not to take away from all of the work of the community. He thinks that overall it is a good plan, but feels the entire community and neighborhood could be brought into the process by looking at an additional option to better integrate the two commercial uses, which has not yet been done. This proposal could be a win-win for everyone if this option is considered. Councilmember McGovern noted there was still the possibility that an agreement may not be worked out with the Sharks and the plan could be returning if the agreement can not be worked out. She confirmed with the City Manager that all points discussed tonight, as well as the maintenance on the green turf parking area, looking at fields in other areas and looking at making sure the park is built all at the same time are all things which would be put forward for discussion. Motion: It was m/s by Hosterman/Cook-Kallio to accept the staff recommendation for the proposed Staples Ranch Community Park Master Plan, to continue to work on it up to the PUD process and to include placement of a second restroom.
