Page 3-40 Commissioner Blank supported Mr. Paxson's suggestion of listing regional traffic planning agencies in Policy 9. Pa eg 341 Chairperson Fox noted that she did not see where the former Program 3.2 was moved to. Ms. Stern clarified that the issue had been dealt with in the new section. Chairperson Fox inquired where it was located. Ms. Stern stated that the wording "discourage local traffic from using streets through residential areas" would be inserted as a program under Goa13. Chairperson Fox inquired whether the phrase "through traffic" in Goal 3 referred to cut- through traffic. Mr. Tassano concurred and stated that the phrase "through traffic" would be replaced by "cut-through traffic." Chairperson Fox further suggested that • the language "Protect residential neighborhoods from excessive through traffic..." be replaced with "Protect neighborhood quality and the community character through circulation planning to minimize cut-through traffic, speeding, and non-residential parking." Page 3-42 Commissioner Pearce noted that she liked Program 14.3, with respect to the car-sharing service. Commissioner Narum would like to see a mention of TOD housing in Program 15.3. Ms. Stern noted that it was not included because it was a Land Use issue rather than a circulation issue. She added that it could be referenced. • Reference TOD in Program 15.3 Chairperson Fox noted that Livermore had a policy in its Circulation Element that read: "Mixed use development shall be located near transit nodes and adjacent to residential neighborhoods as identified in the Land Use Element." Page 3-43 In response to an inquiry by Chairperson Fox regarding the Rapid Bus Program mentioned in Program 17.5, Mr. Tassano replied that the LAVTA was establishing that bus program, which would not make the same number of stops as the Bus Number 10 -- route.
