Chairperson Fox <br />inquired where it was located. Ms. Stern stated that the wording "discourage local traffic <br />from using streets through residential areas" would be inserted as a program under <br />Goa13. <br />Chairperson Fox inquired whether the phrase "through traffic" in Goal 3 referred to cut- <br />through traffic. Mr. Tassano concurred and stated that the phrase "through traffic" would <br />be replaced by "cut-through traffic." <br />Chairperson Fox further suggested that <br />• the language "Protect residential neighborhoods from excessive through traffic..." <br />be replaced with "Protect neighborhood quality and the community character <br />through circulation planning to minimize cut-through traffic, speeding, and <br />non-residential parking." <br />Page 3-42 <br />Commissioner Pearce noted that she liked Program 14.3, with respect to the car-sharing <br />service. <br />Commissioner Narum would like to see a mention of TOD housing in Program 15.3. <br />Ms. Stern noted that it was not included because it was a Land Use issue rather than a <br />circulation issue. She added that it could be referenced. <br />• Reference TOD in Program 15.3 <br />Chairperson Fox noted that Livermore had a policy in its Circulation Element that read: <br />"Mixed use development shall be located near transit nodes and adjacent to residential <br />neighborhoods as identified in the Land Use Element." <br />Page 3-43 <br />In response to an inquiry by Chairperson Fox regarding the Rapid Bus Program <br />mentioned in Program 17.5, Mr. Tassano replied that the LAVTA was establishing that <br />bus program, which would not make the same number of stops as the Bus Number 10 <br />-- route.
