timing elements in order to utilize queue jumping and some priority, thereby enhancing
the Livermore-to-BART movement.
Page 3-44
Commissioner Blank:
• Include a program under Policy 22 to read as follows: "Encourage [or Strongly
encourage] the use ofself-service, municipally sponsored bicycle stations."
He added that they were all over Europe and that a bicycle could be borrowed from a
bike station by the use of a credit card and would then be parked at the destination at
another station. It encouraged the use of bicycles.
In response to an inquiry by Commissioner Olson regarding whether that was already
referenced in Program 22.11, Ms. Stern stated that it was the same as the bike-share
program.
Commissioner Blank would like it to be clearly stated that it was municipally sponsored,
self-service bicycle availability. He added that there are commercial companies that
provide that service.
In response to an inquiry by Commissioner Narum regarding whether Program 22.3
addressed the integration of bike lanes into existing or new street projects, Ms. Stern
replied that it was also intended to retrofit existing streets wherever possible.
In response to an inquiry by Commissioner Pearce regarding the amount of leeway the
City had over bicycle activities on school sites, perhaps strongly encouraging schools to
have bicycle parking in prominent or easily accessible locations, Ms. Stern noted that the
City worked with the schools and their Ride-to-School program. She added that
Mr. Tassano worked with that committee and that she did not know whether it would be
appropriate to place such a direction on a school site issue.
Commissioner Pearce noted that at Walnut Grove Elementary School, her son parked his
bike next to a dumpster, and she had tried unsuccessfully to get the bike racks moved so
that more students would use their bikes. Ms. Stern noted that the City could encourage
that suggestion.
Chairperson Fox noted that the Livermore General Plan included an identification of all
the Class I and Class II bicycle trails and suggested that the Pleasanton General Plan
include that information in the Circulation Element. Mr. Tassano stated that the
Community Trails Master Plan was included in this document and that staff was going
through a Bicycle Master Plan that would better identify the Class I, Class II, and
Class III facilities. He noted that information was another year away from being
completed.
PLANNING COMMISSION MINUTES October 24, 2007 Page 37 of 40
