Puge 3-39 <br />Commissioner Narum noted that she had a problem with the phrase "where feasible" in <br />Program 7.3, regarding bicycles. She noted that the City was not approving streets that <br />did not have bike lanes and that they should be called out if they did not have bike lanes. <br />She believed that there should be a trigger point so that it was clearly understood by the <br />Planning Commission and City Council that bike lanes would not be included. <br />Ms. Stern noted that not every street would be a complete street and have transit or a <br />bicycle lane on it. She believed that the language should recognize that there were streets <br />in the hillside or other areas that would not be able to accommodate all of those facilities. <br />Chaimerson Fox and Commissioner Narum suggested that the lack of those <br />accommodations should be specifically called out. <br />• Add a language specifically indicating when bike lanes will not be included in <br />street. <br />Chairperson Fox inquired whether the language "Discourage residential access directly <br />onto residential collector streets" in Program 6.6 meant backing out of driveways. <br />Ms. Stern replied that it referred to having any driveways directly accessing the collector <br />streets. Mr. Tassano noted that Sycamore Creek Way was an example of this and that if <br />the roadway were to be designed without homes backing directly out onto the roadway <br />much of the conflict would be eliminated. <br />Chairperson Fox requested that the word "access" be changed to "driveways." <br />• Replace the word "access" with "driveways." <br />In response to an inquiry by Commissioner Pearce regarding how long Program 7.4, <br />which discouraged gated communities, had been in the General Plan, Ms. Stern replied <br />that she could only vouch for 1996. <br />Chairperson Fox would like the stronger language such as stating that gated communities <br />would be prohibited. <br />Commissioner Olson did not agree with the prohibition of gated communities, citing <br />Dr. Yee's proposed project. <br />Commissioner Blank would agree with the word "prohibit" but believed the Commission <br />could get consensus for "strongly discourage." <br />Commissioners Pearce, Blank, and O'Connor indicated that they would support the word <br />"prohibit." <br />Commissioner Olson stated that he would support "strongly discourage," and <br />Commissioner Narum stated that she would support the word "discourage." <br />PLANNING COMMISSION MINUTES October 24, 2007 Page 35 of 40 <br />
