She suggested that language similar to the deleted Program 1.7 on page 3-36 regarding the construction of the West Las Positas Boulevard/I-680 interchange be added with respect to the extension of Stoneridge Drive. Ms. Stern did not believe that was the intent of Council in this case. Commissioner Blank concurred with Ms. Stern, but did feel strongly that it should read: `...until such time as the Stoneridge Drive Extension is approved for construction by the City Council." Ms. Stern noted that staff wished to address this issue prior to the approval process and did not believe that realistically, an application would go through the entire process only to have the building permit withheld because the standards had not been met.
