Mr. Tassano stated that this was the approval mechanism for accepted <br />improvements and that any improvement must be brought back. <br />Commissioner Pearce noted that she could not support that change until she had clarity <br />on the process. <br />Chairperson Fox requested that staff re-examine that language with respect to the <br />process. She suggested that language similar to the deleted Program 1.7 on page 3-36 <br />regarding the construction of the West Las Positas Boulevard/I-680 interchange be added <br />with respect to the extension of Stoneridge Drive. <br />Ms. Stern did not believe that was the intent of Council in this case. <br />Commissioner Blank concurred with Ms. Stern, but did feel strongly that it should read: <br />`...until such time as the Stoneridge Drive Extension is approved for construction by the <br />City Council." <br />Page 3-36 <br />No changes. <br />Page 3-37 <br />Commissioner Blank stated that he has encountered red lights at 6:15 a.m. that stayed red <br />for 90 seconds when there was no cross-traffic. He suggested that <br />• Policy 3.1 be revised to include stronger language regarding computerized <br />synchronization. <br />Commissioner Pearce noted that she had seen many synchronized signals in the City. <br />Commissioner Narum noted that she had experienced signal light delays similar to those <br />expressed by Commissioner Blank and would like to include the following language: <br />• "Encouraging the exploration and update of technology with respect to signal <br />lights." <br />Commissioner Pearce inquired why language was deleted from Program 2.6 regarding <br />the withholding of building permits.
