Pape 3-12
No changes.
Page 3-13
Commissioner Blank would like to see language discussing the creation of a traffic safety
study and added that the current traffic study only discussed traffic volumes and rates.
He suggested that the Policy section discuss a standard for a traffic safety study. In
response to an inquiry by Ms. Stern regarding whether that subject should be covered in
traffic impact studies, Commissioner Blank agreed that would be appropriate.
Commissioner Pearce indicated that staggered school release times in the afternoon was
referred to in the second full paragraph. She suggested that the fact that the afternoon
school release did not coincide with the p.m. peak traffic time was more important.
• Change the wording as necessary.
Commissioner Olson believed that paragraph 3 should include a discussion of busing.
Ms. Stern noted that subject had been raised with the School District several times and
that Mr. Tassano worked with the District on that subject; the District did not anticipate
that occurring in the future. Mr. Tassano noted that busing for a specific school was
addressed in the document and that the District consistently indicated that the schools
could not afford it and people did not want to pay for it.
In response to an inquiry by Commissioner Olson regarding whether the City would
rather have traffic congestion, Ms. Stern replied that the Wheels routes had been adapted
to serve the schools.
Chairperson Fox believed that the 30-foot width for alleys referenced in the first sentence
of the last paragraph seemed very large.
Pape 3-16' Table 3-8 Intersection and Roadway Improvements
Commissioner O'Connor noted that under "Proposed New Traffic Signals," Valley
Avenue has become the longest street in Pleasanton and that many new stoplights were
being added with the exception of Blackbird Drive and Crestline Road. He noted that it
would help improve traffic flow if there were stoplights all the way through. He
expressed concern about safety because of the proximity to the school on Valley Avenue.
He noted that the traffic on that street did not ofren come to a complete stop, which was a
very dangerous situation for the children.
Mr. Tassano noted that Blackbird Drive and Crestline Road were both specifically
removed from the Signal Priority List by the City Council.
PLANNING COMMISSION MINUTES October 24, 2007 Page 30 of 40
