_ Chairperson Fox recalled that the City Council did not believe those stoplights would be <br />"neighborhood-friendly." <br />In response to an inquiry by Commissioner O'Connor regarding whether those stoplights <br />could be reconsidered by the City Council, Ms. Stern replied that the City Council could <br />be informed that the Planning Commission had suggested inclusion of those two <br />stoplights. <br />Commissioner Pearce expressed concern that drivers would run the yellow lights if signal <br />lights were installed at those locations. <br />Page 3-17 <br />No changes. <br />Page 3-18 <br />Commissioner Narum noted that the language addressing bicycles seemed contrary to the <br />encouragement ofnon-motorized transportation. She believed that narrow roadways <br />would be at the expense of bicycles. <br />Chairperson Fox believed the reference to narrower streets was with respect to slower <br />traffic. Ms. Stern replied that generally, narrow roadways were used in PUD's, <br />especially in rural areas; it may or may not include sidewalks on both sides. The City had <br />flexibility under this language to approve narrower roads, and bicycle lanes would <br />probably not be included on those roads. <br />Mr. Tassano noted that the General Plan addressed a complete cross-section of roadways <br />throughout the City. He believed that these standards were not significantly different <br />than the standards throughout the City and that they did not preclude bicycle lanes. <br />Commissioner Narum requested the addition of language addressing additional safety <br />provisions for pedestrians and bicyclists.
