Commissioner O'Connor inquired whether that would be possible for a home occupation <br />permit and would be amenable to support that. <br />Commissioner Blank suggested that the permit expire in two years and that no more than <br />one vehicle per client be allowed at any one time. <br />Ms. Harryman noted that the ordinance was last amended in 1999, and if the Commission <br />was interested in exploring an expiration date, staff should discuss that possibility. <br />Chairperson Fox agreed with Commissioner Narum's assessment that this was a niche <br />business and did not believe that a general appeal retail business would be acceptable in <br />this location. She recalled that the Commission has put six-month review periods, as <br />opposed to an expiration date, on some use permits when there were problems. <br />Ms. Harryman noted that these issues should be discussed by staff before any language <br />for these conditions is crafted. <br />Commissioner Blank noted that he would support a sunset clause. <br />Ms. Decker pointed out, that in the event that the Commission wished to uphold the <br />appeal, the Zoning Administrator could not make two of the three findings for this <br />project. In addition, staff did not have conditions of approval attached to this project at <br />this time because the findings could not be made. <br />Commissioner Blank suggested continuing this item in order to gather the information <br />necessary to continue this discussion. <br />A recess was called at 10:12 p.m. <br />Chairperson Fox reconvened the meeting at 10:18 p.m. <br />Ms. Decker noted that there were several unanswered questions which could not be <br />resolved at this hearing.
