The motion passed. <br />Chairperson Fox noted that the Planning Department had a white notebook containing a <br />log of every non-exempt home occupation permit ever been issued in the City. She noted <br />that she had reviewed that log three years ago and suggested that the applicants look at <br />the staff reports contained in the log. <br />a. General Plan Update <br />Review and consideration of the Draft Circulation Element of the General Plan. <br />Chairperson Fox noted that it was 10:30 p.m. and polled the Commissioners on whether <br />they wanted to start this item or continue it to the next meeting. <br />Ms. Stern noted that a meeting with the City Council was scheduled for November 29 to <br />review this item, which left only the November 14 meeting to ensure sufficient time to <br />integrate the comments. <br />Ms. Decker noted that there were other commitments to hear items on November 14, in <br />addition to the two items that had been continued, leaving a very heavy agenda. She <br />noted that hearing this item on November 14 would not allow staff sufficient time to <br />prepare the staff report in time for the City Council meeting. <br />The Commission generally agreed that this item should be heard at this time. <br />Ms. Stern presented the staff report and noted that several sessions had already been held <br />to specifically address traffic impacts. She noted that policy changes would be addressed <br />at this hearing and that Mike Tassano, Traffic Engineer/Deputy Public Works Director, <br />would be available to answer questions, as well as Sally Maxwell, who did a great deal of <br />work in pulling the information together for this Element. She noted that this was a <br />required Element of the General Plan, and by law, must include the location and extent of <br />existing and proposed roadways, transportation routes, terminals, any military airports <br />and ports, and other public utilities and facilities; they all must be correlated with the <br />Land Use Element. She noted that this element focused on auto, bicycle, and pedestrian <br />circulation as a provision of public transportation. The water and sewage transmission <br />was addressed in the Public Facilities and Community Programs Element. <br />Ms. Stern stated that the Draft included the concepts of the proposed circulation network, <br />which have been developed from several meetings held with the Planning Commission <br />and the City Council. She noted that the main changes from 1996 were: <br />• The West Las Positas interchange, per the City Council direction, was not <br />included in the circulation network; <br />• The Rose Avenue extension to Valley Avenue, through City Council direction, <br />was eliminated; <br />• Anew Happy Valley bypass alignment, which was the subject of a separate study <br />group was added; <br />PLANNING COMMISSION MINUTES October 24, 2007 Page 23 of 40 <br />
