PCUP-196, Raehelle Neuyen <br />Application for a conditional use permit to operate an indoor recreation facility <br />for up to 40 children at the property located at 7071-7073 Commerce Circle. <br />Zoning for the property is I-G-40,000 (General Industrial) District. <br />Ms. Soo presented the staff report and summarized the background, scope and layout of <br />the proposed project. <br />In response to an inquiry by Commissioner Blank regarding whether Mr. Zampierin's <br />letter was the only one received, Ms. Soo replied that an email from the lawyer of a <br />neighboring business had been received and forwarded to the Planning Commission. <br />In response to an inquiry by Commissioner Narum regarding the location of most of the <br />parking, Ms. Soo replied that it was located in the back of the building. <br />In response to an inquiry by Commissioner Narum regarding whether the entrance would <br />be located in the back of the building or whether the patrons would have to walk their <br />small children around a narrow driveway to the front of the building, Ms. Soo replied that <br />_ the there was an entrance in the back as well. She added that the applicant intended to <br />put a designated walkway around the building. <br />Chairperson Fox noted that Attachment 1 stated that some parents may choose to drop off <br />their children and expressed concern about that possibility. She requested a more <br />detailed definition of "drop off' as it related to this proposed use. Ms. Soo understood <br />that the applicant expected a 50/50 arrangement of drop-off s and walk-in's. <br />THE PUBLIC HEARING WAS OPENED. <br />Rachelle Nguyen, applicant, noted that she and her husband proposed to operate <br />BounceU by reservation only. She added that BounceU was a franchise, with over <br />40 businesses operating and that it had strict regulations requiring that the businesses <br />operate in a professional and safe manner. She noted that parents were seeking <br />inexpensive and safe alternatives for children's parties and added that their business met <br />that need. <br />In response to an inquiry by Commissioner Pearce regarding the layout of the business <br />with respect to its use, Ms. Nguyen displayed the site plan and described the proposed <br />operation. <br />Commissioner Pearce noted that bounce facilities generally had very tight controls for <br />entry and exit for the children and inquired how the applicant intended to implement <br />PLANNING COMMISSION MINUTES October 24, 2007 Page 10 of 40 <br />
