Discussion between the Commission and Mr. Plucker ensued relating to the date of the original approval <br />for the tentative map; the current status of the tentative map; school fee amenities; and whether noise <br />studies were conducted. <br />PUBLIC HEARING WAS OPENED <br />Thomas Baldacci, Trident Associates, provided background information relating to extensions granted <br />on the project. He noted that the applicant acquired the property in 1997 and has worked with neighbors <br />in the Carriage Hills development. Development has been delayed by other agencies who must issue <br />permits. He provided a list of residents present at a recent meeting. He concluded by stating that the <br />applicant has met all conditions of approval and is prepared to move ahead expeditiously on the project <br />and requested that the Commission grant approval of the application. In response to an inquiry by <br />Commissioner Cooper, Mr. Baldacci responded that the developer is not limited by Proposition lA <br />relating to school fee amenities. <br />David Stiehr, 6709 Arlington Drive, expressed concern with non-completion of the project, that <br />additional families have relocated to the area, and with overcrowding of schools. He requested that the <br />Commission consider a 60 - 90 day extension with the tentative map lapsing after that time, no further <br />extensions being granted, and that the developer be required to provide a schedule of the timeline for <br />completion of the project. Further, he requested that the Commission address issues relating to means <br />for ensuring completion of the project. <br />Discussion ensued relating to bonding funds being utilized for public improvements, total time <br />extensions allowed, and effects of not approving the application for extension. <br />Michael Maslana, 6350 Carriage Drive, stated that he was in the neighborhood when the original project <br />was approved and that the neighbors have no objection to the PUD that was approved in 1992 since the <br />neighbors had input into that project. He expressed concern with the tentative map lapsing. <br />Mr. Baldacci readdressed the Commission and stated that the project is scheduled to move ahead as <br />expeditiously as possible. <br />PUBLIC HEARING WAS CLOSED <br />Discussion ensued relating to growth management issues. <br />A motion was made by Commissioner Kameny, seconded by Commissioner Maas, that the vesting <br />tentative map time extension for one year be approved subject to the conditions listed in Exhibit <br />..B ~~ <br />ROLL CALL VOTE <br />AYES: Commissioners Cooper, Kameny, Maas, Sullivan and Vice-Chairperson Roberts <br />NOES: None <br />ABSENT: Chairperson Kumaran <br />ABSTAIN: None <br />Planning Commission Minutes Page 1 I December 9, 1998 <br />
