stated if the project is approved, he would be opposed to having the EVA dropped out of the conditions <br />and spoke in favor of elimination of Lot 23. <br />Vice-Chairperson Roberts stated that the applicant has tried to accommodate the Commission's requests, <br />such as the trail, and stated she had no problem with the development itself. She expressed her <br />concurrence with eliminating Lot 23 and expressed concern with removal of trees; however, she <br />mentioned that where walnut trees have been saved, they didn't last. She expressed concern with <br />overcrowding of schools and growth management and spoke in favor of extending growth management <br />timelines to ensure adequate schools. She stated her preference for compacted decomposed granite for <br />trails and with nothing harder than asphalt being utilized. She hopes Rose Avenue doesn't go through, <br />but spoke in favor of traffic calming devices for Rose Avenue and the 33-foot total setbacks for <br />residences. She noted that the Rose Avenue extension will help Black Avenue traffic. <br />Discussion ensued relating to traffic at build out, environmental impacts, growth management issues, <br />and not approving the application until issues are resolved. <br />A motion was made by Commissioner Sullivan, seconded by Commissioner Cooper, to deny Case <br />PUD-98-06. Extension to Tentative Tract Maa 6581 (Castlewood Heights), Black Mountain <br />Development <br />Application for an extension to an approved vesting tentative tract map for the subdivision <br />of an approximately 18.6 acre site into 29 single-family residential lots generally located at <br />the southeast corner of the Sunol Boulevard undercrossing of I-680. Zoning for the <br />property is PUD (Planned Unit Development) - LDR (Low Density Residential) District. <br />Mr. Plucker referenced the staff report and highlighted key areas contained in the report including <br />background information and the project description.
