PUD-98-06, Braddock & Loan <br />Application for: (1) PUD rezoning of a one-acre parcel located at 1635 Rose Avenue from <br />the A (Agriculture) zoning district to the PUD (Planned Unit Development) -MDR <br />(Medium Density Residential) zoning district; and (2) PUD development plan approval for <br />341ots, ranging in size from 7,600 square feet to 13,400 square feet, on 13.3 acres located at <br />1635, 1777, and 1851 Rose Avenue, generally at the westerly terminus of Rose Avenue. <br />Zoning for the property is A (Agriculture) and PUD (Planned Unit Development) MDR <br />(Medium Density Residential) District. The Planning Commission will also consider the <br />Negative Declaration prepared for the project. <br />Continued To November 23,1998. <br />e. RZ-98-08, Citv of Pleasanton <br />City initiated rezoning from the R-1-6,500 zoning district (Single Family Residential, 6,500 <br />square foot minimum lot size) to the PUD-MDR (Planned Unit Development -Medium <br />Density Residential) District for property located at 1500, 1027, and 1015 Rose Avenue. <br />The 15.3 + acre site is comprised of two parcels commonly referred to as Nolan Farms and <br />is generally situated north of Rose Avenue between Rose Lane and Division Street. <br />Mr. Iserson referenced the staff report dated November 10, 1998 and highlighted key azeas contained in <br />the report including background information, project description, the reasons that staff is proposing a <br />PUD zoning for the site, and results of the Pazk and Recreation Commission meeting of October 8, <br />1998. In conclusion, Mr. Iserson stated that staffs recommendation is that the Planning Commission <br />recommend to the City Council approval of Case RZ-98-08. <br />Discussion ensued relating to density levels, an advisory condition being applied to keep density at the <br />General Plan midpoint, and potential amenities which could be provided by the developer in exchange <br />for higher density. <br />PUBLIC HEARING WAS OPENED <br />Beatrice Nolan, 1027 Rose Avenue, expressed concern with the proposed plan of rezoning and felt that <br />no one from the City consulted with her on this rezoning. Further, she stated that it is her intent to still <br />reside on the property. <br />Peter ICrulevitch, 1122 Division Street, stated his concerns are outlined inane-mail that is attached to <br />the staff report. He expressed concern with allowing a high density of homes to be built on the property <br />and with rural views being obstructed. <br />Sarah Munroe, 1077 Division Street, expressed concern with a high density of homes being built on <br />property due to impacts on aesthetics, traffic, property values, and parking. <br />John Steinbush of Colliers initiated discussion relating to differences in R-1-6,500 zoning and <br />PUD-MDR zoning.
