_ Discussion ensued relating to the PUD-MDR zoning creating flexibility, the advantages of PUD zoning, <br />creation of an advisory condition for mid-point density, the ability to create a park on the property, <br />consideration of rezoning at the time a developer has a specific plan for property, and zoning <br />requirements of adjacent properties. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Maas stated that rezoning would be necessary to retain flexibility for the City, developer <br />and residents. Further, she stated that the rezoning is consistent with the General Plan. <br />Commissioner Roberts stated that due to upcoming approval of projects on Rose Avenue, flexibility is <br />needed. Further, she stated that the rezoning should occur at this time. <br />Chairperson Kumaran stated that the Parks and Recreation Commission was not in favor of developing a <br />park on less than one acre and spoke in favor of an advisory condition being added which would provide <br />for mid-point density, or five units per acre, or lower on the Nolan property. <br />Commissioner Maas and Commissioner Roberts concurred with development of an advisory condition. <br />Commissioner Roberts stated that the advisory condition should be that the General Plan should be <br />followed for mid-range density of the project. <br />Commissioner Kameny expressed his concurrence with Commissioner Roberts and Chairperson <br />Kumaran. <br />A motion was made by Commissioner Roberts, seconded by Commissioner Maas, that the <br />Commission recommend to the City Council approval of Case RZ-98-O8, with the advisory <br />condition that the density for property would be at or below mid point of the General Plan. <br />ROLL CALL VOTE <br />AYES: Commissioners Kameny, Maas, Roberts and Chairperson Kumaran <br />NOES: None <br />ABSENT: Commissioners Cooper and Sullivan <br />ABSTAIN: None. <br />Resolution No. PC-98-88 was entered and adopted as motioned. <br />MATTERS INITIATED BY COMMISSION MEMBERS <br />Chairperson Kumaran commented on road work on the center median of West Los Positas and <br />Stoneridge Drive which has resulted in the closure of a lane. <br />PLANNING COMMISSION MINUTES Page 9 November 10, 1998 <br />
