ROLL CALL VOTE <br />AYES: Commissioners Kameny, Maas, Roberts and Chairperson Kumazan <br />NOES: None <br />ABSENT: Commissioners Cooper and Sullivan <br />ABSTAIN: None <br />Resolution No. PC-98-85 was entered and adopted as motioned. <br />c. Tract 6982/UP-98-19, Greenbriar Sycamore Valley Company <br />Application for (1) a vesting tentative tract map to subdivide four parcels totaling <br />approximately 56.2 acres into 111 parcels for asingle-family home development located at <br />530, 720, 734, and 878 Sycamore Road and (2) for a master conditional use permit to allow <br />a detached second unit option as a part of this development . Zoning for the property is <br />PUD - LDR/A (Planned Unit Development -Low Density ResidentiaUAgriculture) District. <br />Mr. Iserson reference two staff reports dated November 10, 1998 and highlighted key azeas contained in <br />the reports including background information, project description, land use, traffic and circulation, and <br />grading. Further, he stated that the Commission is requested to determine that the tentative map fulfills <br />all conditions and is consistent with the development plan of the PUD. In conclusion, Mr. Iserson stated <br />that staffs recommendation is to approve Vesting Tentative Map 6982 and recommend approval of Case <br />UP-98-019 to the City Council by making the tentative map and use permit findings, respectively, as <br />listed in the staff report. <br />Discussion ensued relating to redrafted heazing conditions, setbacks, overview of the financing plan, the <br />secondary detached units being a buyer's option, and lighting requirements for detached units. <br />PUBLIC HEARING WAS OPENED <br />Michael Hazlan, represented Greenbriar Sycamore Valley Company. He expressed appreciation to staff <br />for their cooperation and stated that the applicant is in agreement with staff s recommendations. He <br />stated that the City Council previously approved the PUD and use permits for this project and that the <br />applicant has designed the Tentative Map in accordance with PUD conditions. Mr. Harlan provided an <br />overhead transpazency presentation of the site plan. <br />Discussion ensued relating to secondary detached unit lots not being contiguous to one another and not <br />being offered on every lot. <br />Roger Manning, 1300 Happy Valley Road, requested that the Commission approve the Tentative Map <br />and spoke in favor of traffic utilizing the newly proposed by-pass road. <br />Hoss Bozorgzad, 6546 Arlington Drive, requested that the Commission approve the Tentative Map. He <br />commended the Planning Department, the City Council, and the developer for working so cooperatively <br />with the neighbors and resolving areas of concern. <br />PLANNING COMMISSION MINUTES Page 5 November 10, 1998 <br />
