District. Staff approved the house under its design review process, which gives the City discretion so <br />that the house is well-designed and compatible with the azea. <br />_ PUBLIC HEARING WAS OPENED <br />Neil Nelson and Pat Nelson, applicants, addressed issues relating to the similar stucco color used on <br />adjacent homes in the area. Further, Mr. Nelson stated that the applicants have cooperated with staff <br />throughout the project. He addressed issues relating to the drainage system and stated that the City has <br />approved the storm drainage system through every process. Further, that the storm drainage system was <br />changed to accommodate changes in the private street and utilities. He noted that the current drainage <br />system accommodated the heavy rains of 1997 and that the system is a higher quality system than what <br />the City required. Mr. Nelson requested that the storm drainage system be approved as installed due to <br />the adequacy of the current system and his responsibility for maintenance of the drainage system. <br />Discussion ensued relating to easement, the location of the Swale, and the possibility of an engineer <br />analyzing the drainage system and providing an opinion. Mr. Iserson advised the Commission that the <br />City's Building Department reviews drainage for single-lot development and that they aze qualified in <br />that area. <br />Ms. Nelson addressed issues relating to the swale and the ability of the raised ditch to capture water and <br />prevent water run-off from flowing on the adjacent property. There was considerable discussion of the <br />current and proposed drainage system. <br />Mr. Nelson addressed issues relating to the stucco color and stated that due to miscommunications with <br />the contractor, the color of stucco applied to the house was lighter than anticipated. <br />Discussion ensued relating to the color of the trim on the house and the color of the stucco. <br />George Ricci, 8089 Bethel Lane, addressed issues relating to the drainage system and expressed concern <br />with the inadequacy of the current system and the grading of property, which causes water to accumulate <br />on the Ricci property. He stated that he had never experienced ponding by his horse corral until the <br />Nelsons began to develop their property. Further, he stated he had no opposition to the color of the <br />house; however, he reiterated his concern with the current drainage system. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Kameny stated that after visiting the property and reviewing the color of the house, he is <br />not in opposition to the cun•ent color. He expressed concern with the drainage system and requested that <br />staff and applicant cooperate in installing an adequate drainage system to prevent future problems. <br />Further, he stated his support with staff s recommendation that the drainage portion of the pipe be <br />installed relating to City requirements. <br />Commissioner Maas expressed no opposition to the color of the house; however, she expressed concern <br />with the light color of trim and with safety issues relating to the drainage system. <br />PLANNING COMMISSION MINUTES Page 9 October 28, 1998 <br />
