6. PUBLIC HEARINGS <br />a. UP-98-60, University of Phoenix <br />Application for a conditional use permit to allow the operation of a private university from <br />5:30 p.m. to 10:00 p.m., Monday through Friday, and 7:00 a.m. to 5:00 p.m. on Saturday, <br />located at 7901 Stoneridge Drive, Suite 100. Zoning for the property is CR (p) - (Regional <br />Commercial-peripheral) District. <br />Mr. Iserson referenced a staff report dated October 14, 1998 and highlighted key areas contained in the <br />report including background information, site and project description, land use, parking, noise, hours of <br />operation and public notice given. In conclusion, Mr. Iserson stated that staff s recommendation is to <br />make the conditional use permit findings as listed in staff report and approve Case UP-98-6Q subject to <br />the conditions listed in Exhibit B. <br />PUBLIC HEARING WAS OPENED <br />Patrick Knapp, the applicant, expressed his appreciation to staff for their cooperation in working with <br />the University of Phoenix on the project. <br />Discussion ensued between commissioners and staff relating to exits and entrances used in the building, <br />locations designated for smoking, and ample lighting being provided in the parking lot. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Cooper stated he would vote in support of approving the application. <br />Commissioner Maas stated that the University of Phoenix will be advantageous to the residents of <br />Pleasanton and stated she would vote in support of approving the application. She requested that staff <br />check the lighting in the pazking lot to ensure it will be adequate for students late in the evening. <br />Commissioner Roberts expressed her support in voting to approve the application. She spoke in favor of <br />public transportation being used by the students attending the University of Phoenix and suggested that <br />the University inquire as to bus service being provided afrer 9:30 p.m. to accommodate students. <br />Commissioner Sullivan spoke in support of approving the application; his only concern is with the noise <br />generated from students leaving the pazking lot at night and the affects on neighboring residences. <br />However, he noted the condition stating that if noise affected neighbors, the application could be <br />brought back before the Commission. <br />Chairperson Kumaran stated there is a need in the community for this kind of facility and stated he <br />would vote in favor of approving the application. <br />PLANNING COMMISSION MINUTES Page 3 October 14, 1998 <br />
