Commissioner Maas stated her concurrence with staff s recommendation. Commissioner Cooper stated <br />that it should be left as proposed on the plan. The Commission's consensus was to eliminate a lot and <br />_ widen the open space area at the Prairie Drive EVA. <br />The Commission addressed Recommendation No. 3, "whether Lot 89 should be combined with lot 90, <br />as recommended by staff" Commissioner Cooper stated that if lot can be utilized without excessive <br />grading, he would be in support of two lots as long as the lot plans come before the Commission for <br />approval. Commissioner Maas stated she would support the combining of lots due to the tree loss and <br />grading costs. Chairperson Kumazan stated he would support the combining of lots due to conformity <br />with project. Commissioner Roberts stated she would be in support of combining lots. Commissioner <br />Sullivan stated he would support combining lots. The consensus of the Commission was to combine lots <br />89 and 90. <br />The Commission addressed Recommendation No. 4, "whether the trees along the northern and southern <br />site boundaries should be I S gallon size, as proposed by the developer, 36-inch box size, as <br />recommended by staff, or a compromise consisting of a mix of 24-inch box and 36-inch box size trees. <br />Commissioner Sullivan stated he would be in support of 36-inch box trees, and expressed concern with <br />the height of trees affecting the neighbor's views. Commissioner Roberts stated she would support <br />15-gallon and 24-gallon trees due to their ability for expeditious growth and lower mortality rate. <br />Commissioner Kumaran expressed his ambivalence on Recommendation No. 4. Commissioner Maas <br />stated she would support the compromise option. Commissioner Cooper stated he would support the <br />compromise option. After hearing the statements of fellow commissioners, Commissioner Roberts stated <br />she would support the compromise option. The consensus of the Commission was to support the <br />compromise of 21-inch box and 36-inch box size trees. <br />The Commission addressed Recommendation No. 5, "whether the developer's proposal for a mix of <br />15-gallon, 24-inch box, and 36-inch box size trees plus transplanting five existing oak trees is sufficient <br />to mitigate the tree removal resulting from Foothill Road frontage improvements." Commissioner <br />Cooper stated he would support the proposed landscaping plan for Foothill Road. Commissioner Maas <br />stated she would support the proposed landscaping. Chairperson Kumazan stated he would support the <br />proposed landscaping. Commissioner Roberts stated she would support the proposed landscape plan. <br />Commissioner Sullivan stated he would support the proposed landscape plan and commended the <br />developer for his effort in transplanting trees. The consensus of the Commission was to accept the <br />proposed Foothill Road landscape plan. <br />The Commission addressed Recommendation No. 6, "whether single-story homes should be limited to <br />21 foot in height, as recommended by staff, or permitted to be 23 feet in height, as proposed by the <br />developer." Commissioner Sullivan stated he would support staff s recommendation to limit <br />single-story homes to 21 feet in order to minimize impacts on the views. Commissioner Roberts stated <br />she did not think the difference would be noticeable and would support the 23-foot height limitation. <br />She noted that she was pleased that another single-story home was being added. Chairperson Kumazan <br />stated he would support staff s recommendation of 21 feet in order to preserve views. Commissioner <br />Maas stated she would support the 21-foot height limitation.
