Further, she expressed her <br />approval with the EVA and spoke in support of public transportation being utilized in this area and with <br />_ a TSM program being developed. She concluded by noting that the traffic report does need to be <br />examined. <br />Commissioner Maas commended the developer and the neighbors for their cooperation in working on <br />this project. She stated the density is consistent with the General Plan, and she expressed her <br />concurrence with discussion of what the amenity should be worth. She expressed her desire to work <br />with the conditions staff has noted in the report. She concluded by stating that the project fits in well <br />and that she would be voting to approve the application. <br />Commissioner Cooper stated that projects should be looked at from a planning perspective and approved <br />based on the merits of the project. He stated that due to the minimal impact it will have on traffic, the <br />project should not be turned down. He feels that the project will have minimal impact and that the <br />neighborhood issues have been worked out. He spoke in support of a bicycle path being completed on <br />Foothill Road. He stated that the amenity should be $1 million, and if issues relating to the <br />manufacturing business can be resolved, he would support the continued operation of the business. <br />Chairperson Kumazan spoke in opposition to the density of the project due to the General Plan's <br />specifications. He stated he would not be in support of the project due to the density of the project. <br />Further, that it is not an equitable solution to grant higher density at this location and grant lower density <br />to another project. He expressed concern with open space being eliminated due to projects being <br />approved at a higher density than the General Plan suggested, and increased enrollment at schools. <br />Commissioner Dove spoke in favor of the project as being consistent with the General Plan. He stated <br />that the General Plan traffic analysis is still valid and there aze many things that can be adjusted to keep <br />the traffic levels within the City's standards prior to build-out. Further, he stated that additional schools <br />cannot be built until existing schools aze full. He expressed support with a pedestrian bridge and bike <br />trails being built to facilitate children getting to school and reducing traffic. Further, he spoke in support <br />of school buses being offered to reduce traffic levels. <br />The Commission addressed the staff report, Recommendation No. 1, "whether asingle-story home <br />should be built on Lot 39, as requested by the neighbor to the north." Commissioner Cooper stated his <br />neutrality on this issue but would prefer asingle-story. Commissioner Maas stated her desire for a <br />Master-Down home on this lot with the setback as suggested. Chairperson Kumazan stated his desire for <br />a single-story home consistent with what is consistent on lots 17-39. Commissioner Roberts desired a <br />Master-Down home with 50-foot setbacks. Commissioner Sullivan desired asingle-story home on this <br />lot. Commissioner Cooper stated he would desire asingle-story home on this lot. The consensus of the <br />Commission was that the asingle-story home be placed on lot 37. <br />The Commission addressed Recommendation No. 2, "whether a lot should be eliminated along the <br />southern boundary to accommodate a wider open space area at the Prairie Drive EVA and to improve the <br />access to the manhole on Lot 16, as recommended by staff" Commissioner Sullivan expressed his <br />concurrence with staffs recommendation. Commissioner Roberts stated her concurrence with staffs <br />recommendation and suggested no parking signs to eliminate loitering or just a bike path at this location. <br />PLANNING COMMISSION MINUTES Page 8 September 23, 1998 <br />
