Commission supports staff s suggested compromise to allow outdoor construction on Saturday for a <br />limited time period, draft conditions of approval aze included in the staff report. <br />Discussion ensued relating to whether a roofing contractor had been contracted with, staffs reasoning for <br />the September 30, 1998 construction date, and the length of time needed to install the roof. <br />Diane Hall, 4758 Mason Street, expressed concern with the September date and stated that the roof <br />should be completed in October. She provided a brief history of the project and stated the house is being <br />built for her mother and that the roof needs to be finished before inclement weather returns. She <br />informed the Commission that she has submitted letters of support from various neighbors and only one <br />neighbor is in opposition to Saturday work due to noise issues. She provided the Commission with a <br />photo of the neighbor's property that is opposed to Saturday construction, showing the proximity of the <br />home to the project. She concluded by requesting that the Commission approve the application for <br />Saturday work from 8:00 a.m. to 5:00 p.m. <br />Discussion ensued relating to an estimated timeline for completion of Saturday construction and the <br />construction that needs to be done to complete project. <br />Ray Parodi, applicant, provided an overview of construction left to complete in house, the estimated <br />timeline for completion, and the additional costs incurred due to delays in the project. <br />PUBLIC HEARING WAS CLOSED <br />_ Commissioner Dove expressed his concern with approval of the application setting a precedent for <br />future applications and all of the construction being done on Saturday; however, he stated that due to <br />circumstances of the project, he supported approval of the application. <br />Commissioner Sullivan expressed concurrence with Commissioner Dove's concern and with setting a <br />precedent in future applications relating to changing part of the approval. He stated that due to all of the <br />neighbors' support in concluding the project, except for one neighbor's concern of noise, he will vote in <br />support of approval of the application with the condition that work being conducted on Saturday <br />between 8:00 a.m. and 5:00 p.m. must be related to the process for completion of the roof and not on <br />other parts of structure, and no radios. <br />Commissioner Roberts stated that due to objectionable neighbors not being in attendance at meeting, she <br />will support the application in order to get the project completed. She commended the neighbors for <br />their cooperation with the applicant. She noted, in her opinion, approval of this application will not set a <br />precedent for future projects. <br />Commissioner Cooper spoke in support of the application being approved and noted that no completion <br />date should be noted in the conditions of approval. He commended the neighbors for their willingness <br />to cooperate to allow completion of the project and with the neighbor most impacted by noise supporting <br />completion of project. He noted that the neighbor opposed to Saturday construction is quite a distance <br />from project.
