PUD-81-30-41M, PRUDENTIAL INSURANCE COMPANY OF AMERICA <br />Application for a major modification to the Hacienda Park development plan and design <br />guidelines to allow hotels and motels on Site35B (4750 Willow Road) in the Hacienda Park <br />located on the east side of Willow Road approximately 200 feet north of the intersection of <br />Willow Road and Gibraltar Drive). The application also includes a PUD modification to <br />change the Hacienda Park land use designation for Site 35B from MOIPD (Mixed Office, <br />Research and Development/Light Manufacturing Planning District) to MCOIPD (Mixed <br />Retail/Commercial/Financial, Office, and Research and Development/Light Manufacturing <br />Planning District). Zoning for the property is PUD-I/C-O (Planned Unit <br />Development-Industrial /Commercial-Office) District. <br />Mr. Iserson referenced a staff report dated August 26, 1998, and highlighted key azeas contained in the <br />report including previous proposals, present proposals, market analysis of project, and project <br />description. Mr. Iserson concluded by stating that staffs recommendation is to find that the PUD <br />modifications aze in the best interests of the public health, safety ,and general welfaze; and, that a <br />resolution be adopted recommending approval of Case PUD-81-30-41M to the City Council, subject to <br />the conditions shown in Exhibit "B". <br />Discussion ensued relating to conditional permit use and the formula for the Hacienda squaze footage <br />cap. <br />PUBLIC HEARING WAS OPENED <br />Mark Sweeney, 4309 Hacienda Drive, Suite 550, provided a description of the project lot, acreage of lot, <br />traffic impacts of project, mazket studies, the demand for hotels in the Tri-Valley azea and the prices for <br />one night's lodging. He concluded by requesting that the Planning Commission approve the PUD <br />modifications. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Kumaran spoke in favor ofhaving ahigh-caliber business on this site. He expressed <br />concern with approving anextended -stay site for two reasons: Disproportionate share of extended-stay <br />properties in area and the value in having office space on this property. <br />Commissioner Roberts expressed support with anextended-stay project to eliminate constant moving <br />from hotel to hotel on the part of business people staying in the azea for longer periods and the expense <br />involved in short-term hotels for visitors of the Pleasanton area. She expressed support with this <br />extended-stay facility being in close proximity to the Shakelee, PeopleSoft and BART locations to <br />eliminate use of vehicles.
