Commissioner Sullivan commented on the attractiveness of the architecture of project and the liberal use
of trees; however, he stated that in any other location this project would be appropriate. He stated that
there are other goals in the General Plan that should be considered. He noted the traffic problems in this
area. He stated that there are numerous ways to impact traffic problems, and stated that even though
PeopleSoft is enforcing TSM's, he does not feel it is enough to impact traffic issues due to the large
amount of traffic coming off of freeways into business parks. He noted there are many ways to deal
with traffic issues including TSM and establishment of mixed-use development.
Commissioner Sullivan referenced the General Plan, Policy 13, relating to traffic issues and noted this
project does not meet the criteria as set forth in the General Plan relating to mixed-use development near
the BART station in Hacienda and facilitating other forms of transportation.
Commissioner Maas stated that the PeopleSoft project is azchitecturally pleasing. She noted that
PeopleSoft is already involved in a public transportation program which negates the limit of the FAR.
She expressed her approval of the commitment to public art in the project and the visual impacts of the
art. She spoke in favor of meshing the community with the PeopleSoft project so the community can
appreciate some of the amenities PeopleSoft offers. She concluded by stating she would support the
approval of the application. .
Chairperson Kumaran listed the pros of the project as being the use of pazking structure to eliminate
concrete paved azeas, the location of project in respect to public transportation, the creation of jobs for
the Pleasanton area, the signage, the $60 employee incentive to use public transportation, company
provided transportation for employees, and employee work at home options. He noted that the cons of
the project include the impact on traffic due to a project of this size, density of project being at peak
_ levels, and scale of building. He concluded by noting that the PeopleSoft project will enhance the
Pleasanton area and stated he would support the approval of the application.
A motion was made by Commissioner Roberts, seconded by Commissioner Maas, that the
Commission approve Case PUD-81-30-76D and PUD-85-8-11D subject to the conditions shown in
Exhibit "B", with the condition concerning the darker buff color for the first floor G.F.
