Commissioner Maas expressed support for project, and if necessary with the condition of mandatory <br />participation in a TSM program, but she stated will not delay approval of application contingent to <br />having a TSM program. She continued by stating that the cost of the signal on Owens and Andrews <br />Drives should not be paid solely by ValleyCaze Health System, and other adjoining property owners <br />should shaze in cost for the signal. <br />Discussion ensued relating to Interstate 580 in Dublin and with having a letter drafted to the City of <br />Dublin relating to fees generated for improvements and the custom and practice for requiring financing <br />of traffic light installation. <br />Commissioner Dove initiated discussion relating to the location of visitor pazking at Va1leyCaze Health <br />System and suggested moving employees to outer parking areas. Commissioner Dove addressed traffic <br />concerns and stated that major arteries were created to eliminate traffic on residential and smaller streets. <br />Further, that when traffic levels reach Level "D" that is when mitigation measures should be taken. <br />Further, in his opinion, only a small percentage of Va1leyCaze employees will be subject to carpooling. <br />Commissioner Dove concluded by stating that due to the estimated construction being completed in six <br />months to a yeaz's time, he suggested implementing asix-month timeline for the hospital and TSM <br />coordinator to develop a mutually agreed upon TSM plan for submittal to the Planning Commission. <br />Chairperson Kumazan spoke in support of the project and stated it is an excellent addition to the <br />community. He continued by concurring with other commissioners' concern relating to traffic, and he <br />stated Pleasanton should set an example to other communities in azeas relating to traffic. He expressed <br />concern with the 25-29 intersections future maximum levels and that the Planning Commission should <br />- examine every future project's impact on traffic, and ways in which to control traffic. <br />Chairperson Kumazan stated that theapplication should be approved, with applicant providing <br />documentation in 90 days relating to the TSM program, with the applicant and TSM coordinator <br />developing a TSM plan. <br />Further, he concurred with staff s recommendation that traffic light is not needed at this time between <br />Andrews and Owens Drive; however; he suggested including a condition in the application that if the <br />traffic light is needed for traffic mitigation in the future, the applicant be responsible for the cost of the <br />light. <br />Commissioner Dove made a motion that a resolution be adopted approving Case No. Z- 98-104 <br />subject to draft conditions as contained in Exhibit B, with the addition of a condition that <br />applicant be required to provide amutually-agreed upon TSM plan for review by the Planning <br />Commission within six months of today's date prior to opening of new facility. Commissioner <br />Roberts seconded the motion. <br />Discussion ensued relating to clarification of the motion and including traffic light condition in motion. <br />Commissioner Dove expressed disapproval with including a traffic light condition in application, due to <br />the implication it will be installed in due course. <br />PLANNING COMMISSION MINUTES Page 5 August 26, 1998 <br /> <br />
