Commissioner Roberts expressed reluctance in delaying approval of project as recommended by <br />Commissioner Sullivan; however, she expressed agreement with having specific requirements relating to <br />traffic issues and having discussions with the TSM coordinator. <br />Commissioner Roberts expressed approval with having awell-defined hospital lobby and with increased <br />signage in pazking lot to allow clear instructions to visitors. Further, she suggested moving hospital staff <br />parking away from building to provide incentive for ride-sharing. She spoke in favor of the building's <br />azchitecture. She continued by expressing concern with the left-hand turn lane situation out of hospital <br />parking lot and suggested providing signage to exit out on Andrews Drive. Commissioner Roberts <br />concluded by stating her support of project and for providing cleazer direction in the TSM Program. <br />Commissioner Maas stated she is in support of the project and stated this will be a wonderful addition <br />for the hospital. She expressed concern with traffic issues and stated even though Va1leyCare Health is <br />not the only contributor to traffic issues, they are part of the problem. She suggested after review of the <br />TSM by applicant, that applicant be required to submit a quarterly report with statistics to evaluate the <br />program and to address incentives being offered. <br />Commissioner Sullivan expressed concurrence with Commissioner Mass's suggestion and again <br />suggested having reporting defined and agreed to before application is approved. Commissioner Maas <br />expressed reluctance with delaying application due to the TSM and reiterated her suggestion of having a <br />quarterly update submitted by the applicant. <br />_ Mr. Iserson suggested having applicant provide a draft program including specific numbers, tazget and <br />goals to Planning Commission before occupancy of the building is allowed. <br />Chairperson Kumazan suggested approving the application with a condition that the TSM coordinator <br />and applicant develop a mutually acceptable program within 90 days. <br />PUBLIC HEARING WAS REOPENED <br />In response to an inquiry by Commissioner Sullivan relating to establishing goals, criteria and a <br />mutually agreeable TSM program as part of a condition of approval, the applicant responded that very <br />limited discussion relating to the TSM has been had and the variances in workers shifts affect <br />caz-pooling activities; however, he expressed willingness to work with TSM coordinator to make a best <br />effort to develop guidelines for development of a TSM program. The applicant expressed concern with <br />further delay of project and stated there will be an impact on the health needs of the community due to <br />delay of the project. <br />PUBLIC HEARING WAS CLOSED <br />Discussion ensued relating to guidelines of the TSM program and the possibility of establishing a TSM <br />task force.
