PUBLIC HEARING WAS OPENED <br />Michael Stoops, Director, Facilities Projects, Va1leyCaze Health System, expressed appreciation to the <br />Planning Commission for reviewing project and stated that the applicant is in agreement with staff s <br />report. He stated that the hospital has only had preliminary discussion with staff relating to TSM, but <br />would be willing to work with the City's TSM coordinator to develop a reasonable program. He stated <br />that tazgets and goals for a TSM program have not been discussed and no statistics have been developed <br />for a TSM program. He concluded by requesting approval of project from the Planning Commission <br />and stated that estimated completion date for the project is December 1999. <br />Mr. Stoops provided clarification of issues as raised by the Commission relating to the use of the first <br />and third floors of the hospital not being utilized initially, the shortage of beds in the acute surgical <br />department, and cleaz signage being displayed in the hospital lobby. <br />Carole Vazela, 3858 Mohr Avenue, expressed concern relating to the level of traffic use in Pleasanton as <br />contained in the 1998 Traffic Report. She stated that the previous traffic report tazgeted two to six <br />intersections in Pleasanton with Level "D" traffic use and with the current report tazgeting 25 to 29 <br />intersections with Level "D" traffic use by the Year 2010. Further, she stated she is not in opposition to <br />the hospital, but stated traffic concerns should be taken into consideration and a solution to traffic <br />concerns should be developed. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Sullivan spoke in favor of the hospital facility and stated it would be an asset to the <br />community; however, he stated that more discussion is needed relating to the traffic situation. <br />Commissioner Sullivan referenced the Baseline Traffic Counts for 1998, Forecast and Buildout Forecast, <br />and stated that 25-29 major intersections in the City of Pleasanton will exceed lever of service standards <br />in the upcoming yeazs. Further, he noted that Va1leyCaze Health is not the cause of these traffic <br />problems, but traffic will be added from their expansion. Commissioner Sullivan spoke in favor of <br />examining what other entities aze doing in regazds to traffic issues and spoke in favor of developing a <br />solution to traffic concerns. <br />Commissioner Sullivan continued by stating his desire to approve application, but stated he would desire <br />discussion with the City's TSM Coordinator relating to development of specific programs relating to <br />traffic solutions. He would like to see specific targets and incentives for reaching them in a TSM <br />progran prior to appoving the project. <br />Commissioner Sullivan referenced the General Plan, Circulation Goals, Policy 2, and noted for the <br />record, "Phase development and roadway improvements so that level of service do not exceed LOS D at <br />major intersections outside the central business district and require whatever mitigation measures aze <br />necessary including the withholding of building permits to return intersections to acceptable levels." He <br />spoke in favor of enforcing this concept.
