Steve Goins, 1552 Oxsen Street, commended Chevron for their environmental impacts on the site, the <br />enhancement of architectural and landscaping design, and staff for their work on the staff report. He <br />expressed concern with Chevron's canopy and azea lighting and the spilling of light beyond Chevron's <br />site. Further, he suggested that no signage be allowed to be posted in the food market. <br />Mr. Ward readdressed the Commission and stated that Chevron would concur with the suggestion of no <br />signage in the windows of establishment. He noted that Chevron is undertaking a lighting study with the <br />results of study being released shortly and discussed with staff to develop a solution amenable to all <br />parties. In addition, he noted that Chevron's hours of operation aze in direct correlation to competitors <br />hours. Further, he referenced a study that was conducted relating to the minimal drunk driving arrests <br />attributed to gas station sales of alcoholic beverages. <br />PUBLIC HEARING WAS CLOSED <br />Discussion ensued relating to the drunk driving arrest study, the lighting fixtures used at facility, and <br />illumination levels used at facility. <br />Commissioner Dove stated his concern with the two driveways' proximity to Santa Rita Road, and after <br />conversing with staff and applicant, is satisfied with the location of the project. <br />Commissioner Sullivan stated that the Planning Commission's responsibility is to evaluate applications <br />relating to the best interest of the community, and inquired whether the community needed another gas <br />station with amini-mart, due to various similaz projects being in close proximity. Further, he noted that <br />the community needed a gas station with a repair shop versus this project. He expressed support for the <br />_ improvements, architecture, and landscaping of the proposed project; however, he noted opposition to <br />the changing of business type. <br />Chairperson Cooper stated overall improvements of the Chevron Station, including the right-turn lane, <br />would be beneficial. Further, he noted no opposition to the proposed site being a gas station, and stated <br />that the Commission's job is not deciding what businesses will be successful. Further, he concurred that <br />lighting is an issue and commended Chevron for their cooperation in resolving lighting issues. <br />Chairperson Cooper had no opposition to alcohol sales due to alcohol sales being regulated by the state <br />and the ability of the Commission to revoke the conditional use permit. He concluded by noting support <br />for the application as written. <br />Commissioner Kumaran commended Chevron for the development of a right-turn lane at site, and the <br />design and improvement of development. Further, he requested that staff take into consideration the <br />neighbors' concern of lighting and address those issues. He noted ambivalence with issues relating to <br />alcohol sales and hours of operation, but felt he could support the application as is. He spoke in favor of <br />wanting Pleasanton to be an azea that cooperates with local businesses. <br />A motion was made by Commissioner Dove, seconded by Commissioner Kumaran, making the <br />finding that the proposed project would not have a significant impact on the environment and <br />adopting a resolution recommending approval of Exhibit "D", the draft Initial Study and Negative <br />Declaration. <br />PLANNING COMMISSION MINUTES Page 9 July 29, 1998 <br />
