adding to traffic problems and spoke in favor of atraffic-calming device being installed on Harvest <br />Road. Further, he supported a traffic study and/or traffic calming study being conducted on Harvest <br />Road and Del Valle as a condition for approval of application and that a recommendation be made that <br />residents and applicant concur with. <br />Commissioner Dove suggested this application be approved with a condition stating it not be effective <br />until such time that condition has been corrected. <br />Commissioner Kumaran expressed this is a difficult issue due to the need for preschool services in the <br />community. Further, he commended the church for its efforts in attempting to ease traffic flow and <br />mitigate neighbors concerns. He stated support of the church's application. He expressed concern with <br />closure of a road without additional information being provided and spoke in favor of residents attending <br />a Traffic Committee meeting for purposes of conducting a study and providing a recommendation. <br />Further, he stated he would be in support of the Traffic Committee's recommendation relating to traffic <br />issues on Harvest Road. In conclusion, he stated that the neighborhood's concerns aze independent of <br />the church's application for a preschool. <br />Chairperson Cooper expressed concern with Del Valle Parkway and increased traffic volumes; however, <br />he stated there is a benefit to providing a preschool to the residents of the community. In addition, he <br />indicated sympathy with the neighbors, but stated he is not in favor of denying application. Chairperson <br />Cooper suggested the temporary closure of Harvest Pazk Road until traffic issues can be resolved. <br />Discussion ensued relating to the creation of a citizen's committee consisting of neighbors, church and <br />high school staff to study traffic issues and to develop a plan to address traffic issues on Harvest Road; <br />parking permit or carpooling programs at the high school to reduce overall traffic; the length of time <br />estimated to resolve traffic issues on Harvest Road through the Traffic Committee; having a Planning <br />Commission member attending Traffic Committee meeting to offer support to the neighbors, and <br />possible actions of the City Council. <br />A motion was made by Commissioner Kumaran, seconded by Commissioner Dove, to make the <br />conditional use permit findings as listed in the staff report and approve the conditional use permit <br />application, subject to the conditions shown in Exhibit B. <br />ROLL CALL VOTE <br />AYES; Commissioners Dove, Kumazan, and Chairperson Cooper <br />NOES: Commissioner Sullivan <br />ABSENT: Commissioners Maas and Roberts <br />ABSTAIN: None <br />Resolution No. PC-98-60 was entered as motioned. <br />Commissioner Sullivan noted for the record that he voted "no" due to his support of traffic study being <br />done before application is approved. <br />PLANNING COMMISSION MINUTES Page 7 July 29, 1998 <br />
