Kelly McIntosh, Director, Shining Light Preschool, addressed areas of neighbors concern including <br />limiting number of children on playground to reduce noise, exiting the church driveway in a clockwise <br />direction, staggering children's start time to reduce traffic concerns, and pazents signing an admission <br />- agreement at orientation stating they acknowledge and will abide by the rules of the school. <br />Monika Young, 1183 Harvest Road, expressed concern relating to additional traffic on Harvest Road <br />and accidents that have occurred due to unsafe corner on Harvest Road. Further, she stated she is not <br />against the application being approved for the preschool; however, safety concerns and intervention need <br />to be addressed before approval of application. In conclusion, she requested that a traffic study be <br />conducted on Harvest Road at the curve during school hours. <br />Dyanne Klinko, 1144 Harvest Road, expressed concern relating to additional traffic, parking issues, the <br />safety of neighborhood children, and unsafe traffic conditions on Harvest Road. Further, she stated that <br />she is not in opposition to the preschool, but that safety concerns need to be addressed before approval <br />of the application. In conclusion, Ms. Klinko spoke in favor of removable barriers being installed at the <br />corner of Harvest Road. <br />Robert Retsch, 4593 Del Valle Pazkway, stated he is not in opposition to the preschool and commended <br />the preschool for the benefit they aze offering to the community. However, he expressed concern with <br />the volume of traffic, speed of traffic, and parking on Harvest Road. Further, he stated that noise levels <br />have recently been measured and he would like to see that data published and recorded. <br />Jim Huebner, 1186 Harvest Road, expressed concern relating to the number of accidents and traffic on <br />Harvest Road and stated he is opposed to the approval of the preschool's application until traffic issues <br />are addressed. Further, he suggested closing of Harvest Road with removable barriers. <br />Gene Logan, 1111 Tiffany Lane, stated he is opposed to approval of the preschool's application until <br />traffic issues are addressed on Harvest Road. <br />Kelly McIntosh, 3124 Joanne Circle, stated concurrence with the traffic concerns on Harvest Road. <br />However, she stated that the parents of the preschoolers are more mature drivers and will not be driving <br />as carelessly. In addition, she stated that the preschool has changed the traffic pattern and traffic impact <br />level to not coincide with the high school's traffic at an inconvenience to the parents of the preschoolers <br />and preschool staff. <br />Dyanne Klinko, 1144 Harvest Road, readdressed the Commission and stated that afrer conversation <br />with a police officer, he noted that more parents aze cited for traffic violations than any other type of <br />driver. <br />Dan Mitchum, 3158 Rundich Court, Pastor at Valley Community Church, stated that the church <br />leadership takes neighbors concerns very seriously and is working to address those issues. Further, he <br />stated that the concerns of the neighbors and the high school are independent of the church. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Sullivan stated that this facility is a benefit to the community; however, he is very <br />sensitive to the neighbor's concerns relating to traffic.
