Valley Community Church <br />Application for a conditional use permit to operate apre-school for children between the <br />ages of two and five years old in an existing church facility located at 4455 Del Valle Parkway. <br />The pre-school is proposed to have two sessions of approximately 55 children per session, <br />operating Monday through Friday between 9:00 a.m. and 3:00 p.m. Zoning for the property is P <br />(Public and Institutional) District. <br />Mr. Iserson referenced the staff report dated July 29, 1998 relating to the Valley Community Church and <br />highlighted key areas including site description, project description, land use, traffic, parking and <br />circulation, and noise. Further, he stated that the neighbors expressed concerns with the project due to <br />traffic congestion, speed of vehicles and safety, parking, noise and with enforcing conditions of <br />approval. Further, Mr. Iserson stated that as contained in the General Plan, a traffic signal is planned for <br />the intersection of Del Valle Pazkway and Main to be constructed in the future to alleviate traffic <br />congestion at that intersection. <br />Discussion ensued relating to the average daily traffic along Harvest Road and whether the preschool <br />will be open to the public. <br />PUBLIC HEARING WAS OPENED <br />PLANNING COMMISSION MINUTES Page 5 July 29, 1998 <br />
