Commissioner Sullivan stated he will not <br />support the application. <br />Commissioner Sullivan expressed support with applicant and staff attempting to preserve the setback <br />from the Arroyo and heritage trees. He supported an additional setback at least to drip line of the oak <br />trees, and leaving it in open space or natural environment. Further, he expressed opposition to a <br />cut-through route from the Cheese Factory parking lot. <br />Chairperson Cooper commended the applicant on the architectural design of the project; however, he <br />stated his concerns were with the size of the proposed structure in relation to the size of the structures in <br />the neighborhood and the establishment of a scale and size precedent for future buildings. Further, he <br />stated that amodestly-sized development of single-family residences would be the best use of the area. <br />Commissioner Cooper stated he will not be in support of the application. In conclusion, he stated he <br />will support a statement from the Commission relating to appropriate zoning use for this property being <br />residential and utilized as moderate, medium-density property due to the expense of this property. <br />A motion was made by Commissioner Kumaran, seconded by Commissioner Sullivan, <br />recommending denial of PUD-98-OS to the City Council. <br />ROLL CALL VOTE <br />AYES; Commissioners Kumaran and Sullivan, and Chairperson Cooper <br />NOES: Commissioner Dove <br />ABSENT: Commissioners Maas and Roberts <br />ABSTAIN: None <br />Resolution No. PC-98-58 was entered as motioned. <br />Commissioner Kumaran stated he is in support of property being zoned as residential and single-family <br />residential, if feasible. Further, he expressed concurrence with Chairperson Cooper relating to <br />establishment ofinedium-density housing due to the expense of the property. <br />Commissioner Sullivan stated he would like to see reflected in direction to City Council protection of <br />the Arroyo and setback from heritage trees. <br />Chairperson Cooper further suggested a recommendation to the City Council for residential <br />medium-density rezoning with the possibility of a modestly-sized office structure. Commissioner <br />Sullivan reiterated his suggestion of mixed use office and residential, depending on the support of the <br />neighbors. <br />Commissioner Dove expressed support with having residences on the second story of the office <br />building, with the City Council's approval. Also, he spoke in favor of suggesting to the City Council <br />and developer to consider strictly office with no retail cap. Chairperson Cooper responded that his <br />suggestion is residential with the possibility of a street frontage office similar to the K & B property.
