PUD-96-14 Merrit/Scholes (DeSilva/Gates) <br />Application for Planned Unit Development prezoning and development plan approval for <br />95-single family homes (including three existing homes) on 46.4 acres located at 4341 and 4141 <br />Foothill Road. Alameda County's zoning for the property is A (Agricultural) District. <br />Mr. Swift stated that the Commission will be hearing staffs report, applicant's presentation and public <br />testimony to elicit direction from the Committee. He noted that a second hearing will be scheduled and <br />conducted for August 12, 1998, for the Planning Commission's decision. <br />- Richard Loewke, consultant planner, referenced the staff report dated July 22, 1998 and provided an <br />overview of the site description and project description, traffic and noise study, density and maximum <br />development yield, circulation options and mitigation of traffic impacts. Mr. Loewke stated that staff <br />will return with a detailed report after receiving instruction and input from the Commission. <br />Discussion ensued between the Commissioners and staff relating to improvements being made to <br />Foothill Road if access is granted, total acreage of project, safety concerns associated with increased <br />traffic, emergency response time for fire personnel, average daily trips per unit, and projected noise level <br />in development. <br />Commissioner Maas informs the Commission that there is no conflict of interest due to her residence <br />being in the vicinity of the development. <br />Jim Summers, DeSilva Group, presented the Commission with an overview of the circulation options <br />available and stated that two alternatives are available including local street access only, which would <br />improve traffic flow and safety on Foothill Road; and, Alternative 2, allowing four points of access to <br />the neighborhood, which would increase traffic volume in neighborhood. Mr. Summers addressed the <br />amenity issue and stated that the DeSilva Group has proposed to contribute $800,000 to the Alviso <br />Adobe Park for improvements. <br />Discussion ensues relating to clazification of the amenity package and an additional $1.4 million being <br />contributed to local schools. <br />PLANNING COMMISSION MINUTES July 22, 1998 Page 5 <br />
