Mr. Iserson stated that surrounding property owners have been notified of the application, and no <br />comments have been received. Further, that staff is in support of the pazking lot and the bank expansion <br />-- subject to the conditions of the staff report and the July 7, 1998 memorandum. <br />Discussion ensued among commissioners and staff relating to specifics of the lighting requirements, if <br />applicant will be refunded the in-lieu pazking fees if Municipal codes aze amended, the criteria used for <br />hiring tree consultants, that no drive through ATM facilities aze being provided in this project, and the <br />actions taken by the City Council in regazd to the in-lieu pazking fees. <br />In response to an inquiry by Commissioner Maas relating to providing a recommendation to the City <br />Council for amending the Municipal Code for bank parking, Mr. Iserson responded that a sepazate <br />motion or resolution could be adopted. <br />Commissioner Maas noted that she visited one of the residents living adjacent to the property, and that <br />the resident were awaze of the project and expressed support for this project. <br />PUBLIC HEARING WAS OPENED <br />Peter Shutts, 4133 Mohr Avenue, architect for the Mt. Diablo Bank project, stated that the Bank is in <br />total compliance and support of all the conditions of approval. Further, that the project will allow the <br />Bank to supply adequate pazking for tenants, employees and customers. <br />In response to an inquiry by Commissioner Roberts relating to consideration of a smaller addition, Mr. <br />Shutts provided for the Commission the changes that were accomplished in the building's structure and <br />stated that a smaller addition was not considered due to the goal of maximizing the development. In <br />addition, he stated that should adjacent property become available at a reasonable price, there is a <br />possibility of purchasing that property and continuing the pazking lot. <br />John Hounslow, 156 Diablo Road, Danville, Chairman of the Board of Mt. Diablo National Bank, stated <br />the Bank's continued goal is cooperation on this project. Further, he provided an update of the Bank's <br />potential purchase and development of adjacent property and the heritage trees that will be retained on <br />the property. <br />Jerry Wagner, 4043 Nevis Street, owner of the Pleasanton Mobile Home Pazk, stated his opposition to <br />the proposed pazking lot due to the impacts of excessive traffic on senior citizen residents safety. <br />Further, he requested that the Commission deny the application for the pazking lot and addition. <br />Discussion ensues between the commissioners and Mr. Wagner relating to specific traffic issues on <br />Stanley Boulevard, whether Mr. Wagner objected to other traffic generating businesses on Stanley <br />Boulevazd, the amount of noise generated from businesses on Stanley Boulevazd, and whether residents <br />of the Senior Mobile Home Park were noticed. <br />Chris Schlies, 699 Peters Avenue, representing the Pleasanton Mobile Home Park, expressed concern <br />with the Negative Declazation prepazed for the project, and requested that the Commission consider <br />doing a focused Environmental Impact Report on the traffic issues affecting the area.
