Mr. Hounslow responded to the concerns raised by the public speakers and stated that restrictions will <br />be in place relating to the Bank's pazking lot. <br />PUBLIC HEARING CLOSED <br />Chairperson Cooper expressed his support for the improvement to the bank property and stated that the <br />bank will be an asset to Main Street due to its replacement of a vacant lot. Further, Chairperson Cooper <br />spoke in support of both applications being approved. <br />Commissioner Maas spoke in favor of the amendment to the Municipal Code being adopted. <br />Commissioner Sullivan stated he will support the application if tum restrictions are placed on "little" <br />Stanley Boulevazd proceeding in the direction of the mobile home pazk to reduce traffic. Further, he <br />requested that a more detailed traffic study of the azea be conducted. Discussion ensued among the <br />commissioners relating to placing tum restrictions on "little" Stanley Boulevazd. <br />Commissioner Roberts stated, in her opinion, that the pazking lot will not generate any significant traffic <br />problems. Further, she acknowledged the effort of the bank to create a positive parking situation. In <br />addition, Chairperson Roberts expressed support with changing the Municipal Code relating to bank <br />pazking regulations. Commissioner Roberts concluded by expressing support with the lighting <br />restrictions, landscaping issues, and assigned pazking places and restricted hours for employees. <br />Commissioner Kumazan commended the efforts of the bank in being proactive in finding solutions to <br />the parking problem. However, he stated his reluctance in supporting the amendment of the Municipal <br />Code, he felt that technology in banking has improved, customers still need to access the ATM on <br />premises; hence, the pazking ratio should remain as stated in the existing Municipal Code. <br />Commissioner Sullivan commented that the lighting will cause problems for the residents and states he <br />would recommend all the lights being turned off, except for the safety lights. Further, he suggested that <br />the in-lieu parking fee be contributed to transit alternatives for parking congestion such as facilities for <br />bicycles or pedestrians. <br />A motion was made by Commissioner Maas, seconded by Commissioner Roberts, that a <br />recommendation be submitted to the City Council to amend the Municipal Code to allow banks to <br />be assessed the same parking ratio requirement as other office/commercial uses (one space per 300 <br />square feet). <br />ROLL CALL VOTE <br />AYES: Commissioners Maas, Roberts, and Sullivan, and Chairperson Cooper <br />NOES: Commissioner Kumazan <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. PC-98-48 was entered and adopted as motioned. <br />Planning Commission Minutes Page 10 July 8, 1998 <br />
