Commissioner Dove spoke in favor of the residents, the developer, staff, and outside consultants <br />readdressing issues and providing recommendations relating to reasonable proportions and the height of <br />houses. Further, he spoke in favor of a 35-40% FAR. He suggested that it makes sense for the lots <br />closest to Ventana Hills to be 12,000 square-foot lots and the lots increasing in size as they near <br />Sycamore, but that in order to placate the adjacent property owners the plan places the 15,000 <br />square-foot lots next to Ventana Hills. He suggested that all of the factors be considered in determining <br />lot size. <br />Commissioner Dove expressed agreement with the in-lieu-tree fees suggestion, but suggested that the <br />funds be used for purchase of trees in this particulaz area. Further, he addressed the issue relating to a <br />park and suggests that the builder provide an in-lieu concession in conjunction with Lund Ranch to <br />develop a park for both the Lund Development and New Cities Development. <br />Commissioner Kumazan clazified his previous comments relating to the ownership of creek in the <br />Northwest corner and stated that he was not suggesting that the creek be inaccessible to the public. In <br />addition, he stated support of the creek and open space. <br />Discussion ensued relating to the possibility of the proposed multi-use trail along Sycamore Creek <br />connecting into the Greenbriaz project, and Commissioner Maas requested that there be additional <br />discussion relating to what homes will exist on what lots in the development. <br />Chairperson Cooper stated that the public hearing relating to the New Cities Development will be <br />continued to the August 12, 1998 Commission meeting. <br />(Recess taken from 10:05 p.m. to 10:20 p.m.) <br />Mr. Iserson requested that Item Nos. 6b and 6c be combined and the Commission to concurred. <br />b. RZ-98-04/1TP98-21/Z-98-149. Mt. Diablo National Bank <br />Application to rezone an approximately 0.4 acre site at 4287 Stanley Boulevard from RM-1,500 <br />(Multi-Family Residential District to C-C (Central Commercial) District and for conditional use <br />permit and design review approvals to construct a 29-space parking lot at 4287 Stanley Boulevard <br />for use by Mt. Diablo National Bank employees. Zoning for the property is RM-1,500 District. <br />Also consider the negative declaration prepared for the project. <br />c. Z-98-155. Mt. Diablo National Bank <br />Application for design review approval to construct an approximately 3,000 square-foot addition <br />to a recently approved 13,400 square-foot, two-story bank located at 992 Main Street. Zoning for <br />the property is C-C (Central Commercial) District. <br />Mr. Iserson presented the staff report and stated that the City Council in May 1998 approved the <br />rezoning of the 992 Main Street parcel to Central Commercial and approved Mt. Diablo National Bank's <br />design review application for the approximately 13,400 squaze foot one- and two-story bank and office <br />building.
