Commissioner Roberts stated that the split pad will bring the levels of the houses down. She spoke in <br />support of a split pad which conforms to the hills. She noted that she doesn't like the 40% FAR on the <br />flat pad. She suggested that perhaps a greater FAR could be allowed with a split pad or an attempt to <br />lower the roof line of homes. She stated that geotechnical mitigations should come from the City. <br />Commissioner Roberts continued by speaking in support of developing a buffer for the interface with the <br />Ventana Hills development which would have the added benefit of protecting trees. In addition, she <br />stated her desire for the creek in the northwest corner being kept sepazate and not part of any person's <br />individual ownership. <br />Further, she addressed issues relating to Mrs. Locke's home and stated that action should be taken to <br />buffer the home from the development. In addition, that development to the north of the Locke's home <br />should be single-story homes. She spoke in support of a 30 percent FAR with adjustments to fit the <br />land. <br />Commissioner Roberts concluded by speaking in favor of drainage to the reaz of homes and suggested <br />putting in a deed restriction for maintenance of ditches. <br />Commissioner Sullivan noted that the Developer's Plan does not meet the Specific Plan's vision. <br />Further, he stated concurrence with the staff s recommendation for additional drainage. Commissioner <br />Sullivan expressed concern with the number of lots as recommended in the Developer's Plan, and <br />expressed support with the Neighbor's Plan of 421ots or less in keeping with the mid-range level. In <br />addition, he stated his desire for the mid-range of 301ots, to allow for development of wild-life corridors <br />and buffer zones. Further, he noted his concern with not creating open space corridors between <br />developments. <br />Commissioner Sullivan expressed support with the use of contour grading, as specified in the Specific <br />Plan. He continued by speaking in favor of saving trees, which would occur with the Neighbor's Plan <br />for lower density development, and, if necessary, transplanting trees. In addition, he suggested <br />developing an in-lieu-tree fee which could be modeled after the City Council's in-lieu-pazking fee. <br />Commissioner Sullivan continued by expressing support fora 30 percent FAR and aloes-profile <br />contoured graded home, with single-family homes backing up to the north end of the development. <br />Commissioner Sullivan spoke in favor of the creek becoming open space and not part of the individual's <br />property and with the possibility of the creek connecting to the Happy Valley azea. Further, he <br />expressed concurrence with a homeowner's association managing issues relating to the creek.. In <br />addition, he expressed support with the Neighbor's Plan's creation of a buffer zone kept in natural <br />condition. <br />Commissioner Sullivan concluded by acknowledging the issues raised by the public speakers relating to <br />schools, pazks, and traffic, and he expressed concern with those issues. Further, he stated if the higher <br />density plan is implemented, the EIR should be reviewed. He encouraged the applicant and the residents <br />to work together for a compromise on issues. <br />Discussion ensued among the commissioners and staff relating to traffic issues, setback requirements, <br />and whether the EIR for the Specific Plan is consistent with the Development Plan. <br />Planning Commission Minutes Page 6 July 8, 1998 <br />
