Commissioner Kumazan continued by stating concurrence with staff's recommendation of lots draining <br />to the front of the homes. Further, he spoke in favor of the floor azea ratio being 30 percent and <br />single-family homes not exceeding 20 feet in height. He suggested that 10 percent of the developed <br />homes be single-story homes and constructed on corner lots or on lots to mitigate neighbors' views. <br />Commissioner Kumazan concurred with staff's recommendation for ownership of the creek in the <br />northeast corner. Further, he suggested having a homeowner's association be responsible for a particular <br />azea of the creek . <br />He noted that he felt the open space that is suggested in the Neighbor's Plan should be seriously <br />considered, especially in light of the location of the existing pazk. Commissioner Kumaran concluded <br />by expressing concern with growth issues relating to schools in the azea, and stated that infrastructure <br />needs to be in place to support these issues. <br />Chairperson Cooper stated he can not support a radical reduction down to 40 units. He expressed <br />concurrence with the contour grading style and 15,000 square foot-lots. Further, he proposed that lots <br />34, 35, 36, 37, 44, 45, and 46 be eliminated from the plan. In addition, he suggested that agreen-belt <br />buffer be created as a transition zone and wildlife habitat, that would allow access to the creek, and <br />allow approximately 1.6 homes per acre. <br />Further, Chairperson Cooper stated concurrence with staffs' recommendation for drainage and <br />suggested that the homeowners be given an easement to maintain cleaning of backyazd drains. Further, <br />he spoke in support of not more than 55 units being developed on the property, the use of contour <br />grading, and 40 percent FAR, with design of the home fitting the particulaz lot. <br />Chairperson Cooper expressed concern with removal of the lazger trees (such as the 48" valley oak). In <br />addition, he spoke in favor of the azchitecture of the homes, with single-story homes being desirable, <br />but stated he would not support restrictions on the number of single-story homes. Chairperson Cooper <br />suggested apublic-access trail along the creek in the short-term, with a continuous corridor along the <br />creek when the Lund property develops. However, he stated this azea is not an ideal location for a park <br />due to the terrain of the hillside. <br />Further, Chairperson Cooper expressed agreement with the Neighbor's Plan for road alignment. In <br />conclusion, he stated his expectation of extensive landscaping for all of these lots and the buffer being <br />developed as a condition of the plan. Further, he expressed support of the Development Plan, with <br />modifications as suggested. <br />Commissioner Roberts stated that she would like to see the elimination of five lots that face Ventana <br />Hills. Stated that the Historical Plan created crowding along the collector road and suggested <br />eliminating one of the lots there. <br />Further, she spoke in support of a buffer being developed which could lead to the creek, and stated <br />concurrence with staff's recommendation of deferring this issue. In addition, she stated concurrence <br />with Chairperson Cooper, that due to the terrain of the hillside, this azea is not ideal for a park. <br />Planning Commission Minutes Page 5 July 8, 1998 <br />
