Mr. Merschel continued by stating that the number of trees to be removed is appropriate, due to only <br />four healthy, heritage trees being removed on the 34-acre site; that drainage is appropriate for site; that <br />any home facing the Ventana Hills subdivision would be single-story dwellings. However, he stated that <br />the 23-foot height is appropriate fox homes. Further, he noted that New Cities' proposal is for an <br />easement and a power of attorney being granted to address ownership of creek in the northeast corner <br />issues. <br />Mr. Merschel concluded by stating that the New Cities Development would welcome the opportunity to <br />discuss the landscape buffer with the residents and staff. <br />Discussion ensued among commissioners, staff and the applicant relating to which houses will be <br />developed on which lots, the mazket dictating the number ofsingle-family homes that are appropriate, <br />and density of lots. There was considerable discussion relating to Specific Plan and General Plan issues. <br />PUBLIC HEARING WAS CLOSED <br />Chairperson Cooper requested that the commissioners individually state their concerns on issues <br />relating to the New Cities Development. <br />Commissioner Maas spoke in favor of a mid-point being reached between the Historical Plan and the <br />Developer's plan in terms of lot density. Further, she concurred with the lot size, as specified in the <br />Specific Plan; the floor area ratio being 30 percent; and the use of contour grading with a split pad, as <br />recommended in the Specific Plan. <br />Commissioner Maas expressed concern with wood fencing and spoke in support of using open fencing. <br />She expressed concern with traffic, creek drainage, impact on schools, the removal of trees, and <br />suggested transplanting trees. She stated that she would like the 48" valley oak tree to be preserved. <br />She continued by speaking in support of single-story homes that back up to current residents and <br />restricting home height limits to 20 feet. Further, she emphasized the importance of utilization of open <br />space. In conclusion, Commissioner Maas expressed disappointment with the lack of communication <br />and compromise between New Cities Group and the residents of Ventana Hills. <br />Commissioner Kumazan expressed his appreciation to the residents for appearing before the <br />Commission and expressing their views. Further, he stated his concurrence with staff s <br />recommendation to install additional subdrains at the base of cut slopes. He continued by stating his <br />concurrence with the Neighbor Plan recommending 1.2 units per gross acre relating to density issues, <br />and with the Specific Plan's recommendation of the 15,000 squaze-foot lot size. Commissioner <br />Kumazan expressed support for the market place dictating the use of grading, as referenced in the <br />Developer's Plan. <br />Further, Commissioner Kumaran expressed support in the heritage trees being maintained, and <br />transplanting, if necessary. However, he stated he would not be in favor of removing heritage trees <br />unless trees are in poor health and condition. <br />Planning Commission Minutes Page 4 July 8, 1998 <br />
