_ Dr. Charles Bernstein, Early Learning Institute, 4251 El Camino Real in Palo Alto, stated that Early <br />Learning Institute (ELI) operates achild-care center on Chabot Drive in Hacienda Busigess Pazk. The <br />facility is full at this time with approximately 115 children in child-caze and an elementary program in <br />two classrooms for approximately 40 children. <br />Dr. Bernstein continued that the grading and underground work for the new building have been <br />completed, the forms and conduits aze being put into the foundation level, and the fou~4dation will be <br />poured shortly thereafter. It would take approximately 12 to 15 Saturdays before thin application is <br />approved and put into effect, at which time majority of the work would be limited to the itterior. <br />Dr. Bernstein added that the school is adding one grade per year and that he has accepked elementary <br />school children in February because he believed the facility would be ready in six montljs. The project <br />is now delayed by five months, and there is no room available for these children. The xwo classrooms <br />will be vacated when the elementary school children move to the new site, leaving rooim for 60 more <br />child-care spaces in the existing facility. He stated that he has a waiting list of 80 Pleasanton residents. <br />Dr. Bernstein stated that no complaints from neighbors about construction days were voiced in any of <br />the Planning Commission or Council meetings. He indicated that his application would imean trading a <br />weekly 6th-day disruption for atwo-to-four-week extension of construction work. Ih addition, his <br />project would be completed by the time other development projects currently in the ',pipeline begin <br />construction. He continued that all the projects azound his site work six days a week and'that what he is <br />asking for is only the fair thing to do. He concluded that allowing him to work a 6th day would have no <br />significant impact on the neighbors but a positive one on the children waiting to be served. <br />Chair Cooper inquired how much of the remaining work could be restricted t4 the interior. <br />Dr. Bernstein replied that there is a considerable amount of interior work to be done. He added that <br />limiting Saturday construction to interior activities is better than nothing and would help compress the <br />time schedule to complete the project sooner. <br />Commissioner Maas asked Dr. Bernstein if he would be able to complete his project two pveeks earlier if <br />he were allowed to work on Saturday. Dr. Bemstein replied that their completion date iit present is the <br />middle of October, and with the additional 12 Saturdays starting in July, the project would be completed <br />by the beginning of October. <br />Mr. Robert Hazding, 3804 Stone Pointe Way, stated that he lives across the street 50 feet from the <br />construction site and handed some photos of the construction to the Commissioners. He ihdicated that at <br />the beginning of the project, a petition opposing the project was passed around the neighborhood and <br />300 signatures were collected. He pointed out that the project was approved in April 1997, but <br />construction did not start until February 1998. Since that time the neighborhood has been exposed to <br />dust, traffic, and noise. He added that although they aze opposed to the project, they are trying to be <br />good neighbors and are only requesting that the original conditions be adhered to. <br />Planning Commission Minutes Page 16 June 24, 1998 <br />
