A notice is also sent to the business owners association or management association if <br />the business pazk has one. <br />Commissioner Dove inquired if it would be appropriate to reinforce the permanency of the access <br />between the two properties through an easement. Mr. Iserson stated that the Fire Department was <br />satisfied with the provision of a connection and a break in the landscaping between the two properties <br />since it provided the physical ability for fire truck access. While a legal document for a permanent <br />easement was not required by the Fire Department, the Commission could add a condition for an <br />easement or agreement in case the pazcels aze sold in the future to different owners who do not want to <br />keep the access. <br />Commissioner Kumaran asked staff to describe the Traffic Committee process and how often it met. <br />Mr. Iserson explained that the Traffic Committee consists of representatives from the Public Works, <br />Police, Planning, and Fire Departments. Specific requests regarding traffic matters such as traffic <br />controls or parking restrictions are forwazded to the City Traffic Engineer, who looks into them and <br />refers them to the Traffic Committee. The Committee, which meets at least once a month, then reviews <br />the cases and decides whether to recommend approval or not. Parking restrictions would have to come <br />before the City Council for approval. <br />PUBLIC HEARING WAS OPENED. <br />Mr. Frank Auf der Maur, Jr., 4482 Pleasanton Avenue, architect for the project, thanked staff for <br />- working with them to address the vazious issues regarding the project. He indicated that the staff <br />recommendations and conditions of approval were acceptable to them and that adding a condition <br />regarding a permanent fire access between two properties would not be a problem. He stated that Bob <br />and Denise King, owners of Diablo Auto Body, and Frank Auf der Maur and Konrad Rickenbach from <br />Stanley Business Park were also present to answer any questions regazding the project . He requested <br />the Commission to follow staffs recommendation and approve the project. <br />Mr. Reza Ghorbani, owner of the building at 3596 Utah Street, expressed his appreciation to staff and <br />the applicant for communicating with him regazding his concerns. He indicated that he had no <br />objections to the development but had some minor concerns about the building's setback and parking on <br />Utah Street. He stated that the new building would block the view from the street and that his tenants <br />were concerned about the visibility of their businesses. He pointed out that installing a monument sign <br />would be an extra expense. With respect to parking, he stated that one of the main reasons he moved his <br />business to Stanley Business Pazk was the parking situation at Valley Business Pazk. He noted that <br />because there is a two-hour parking restriction on Wyoming Street, employees from that azea park on <br />Utah Street which does not have such a restriction. He added that Diablo Auto Body has a good <br />business and that the expansion would add more employees to the business. He suggested that the <br />restriction be extended to the entire business pazk so there would be fair parking space available to <br />everybody in the Park.
