Mr. Bob King, 719 Mojave Avenue, Livermore, owner of Diablo Auto Body, stated that when he started <br />his business 14 yeazs ago at 57 California Avenue, it was visible from Stanley Boulevard. Because of all <br />the development that have occurred since then, all the businesses in that azea have no visibility from <br />Stanley Boulevard. He continued that since he moved his business to its present location two years ago, <br />he has had a 30% increase in his business, which necessitated the expansion. In connection with the <br />pazking situation on Utah Street, he indicated that he would not be adding new employees and suggested <br />that the matter be handled through proper City channels rather than through the design review process <br />for the project. With respect to the permanent easement, he noted that none of the buildings on <br />California Street have a fire truck turn-around. and that it would not be fair to the future property owners <br />of the project site to attach that condition to the property. He also stated that the main hazardous <br />materials for his business aze paints and paint-related solvents and that all permits for the storage and <br />disposal of these materials aze in place at the site. <br />Commissioner Roberts asked Mr. King if the new building would alleviate his parking problems. <br />Mr. King replied that he did not have a lot of in-and-out traffic but that he did have a parking problem, <br />which would be alleviated by the additional parking spaces provided at the new site. <br />Commissioner Maas asked Mr. King if the addition would enable him to provide on-site pazking spaces <br />for his employees should there be a two-hour parking restriction placed on Utah Street. Mr. King <br />replied that he would be able to accommodate the parking requirements of most of his employees with <br />the addition. He added that the two-hour restriction would pose the same parking problem for <br />employees in the Park as that in other parts of the City such as the Downtown. <br />Mr. Auf der Maur reiterated that they have no problem with adding a condition regarding a permanent <br />easement for fire-truck access between the two properties. <br />Commissioner Dove stated that there is no guarantee that future owners would not block the access <br />required by the Fire Department. <br />Mr. Iserson pointed out that any change to the site plan would technically require a modification in the <br />approved plan which shows a break in the landscaping. If the future owners decide to change that, they <br />would have to come back for a design review modification. Consequently, while including a condition <br />for an easement is an option, it is not an issue, although the property owner did agree to an easement if <br />the Commission feels it is necessary. <br />Commissioner Maas asked Mr. Auf der Maur which building customers would head to for car repairs. <br />Mr. Auf der Maur replied that Mr. King would like to keep all administrative operations in the front <br />building to avoid having customers drive directly to the second building. For this reason, they are not <br />proposing a lot of signage for the new building. However, should Diablo Auto Body vacate the second <br />building in the future, monument signs would be provided to identify the buildings individually. <br />PUBLIC HEARING WAS CLOSED <br />Planning Commission Minutes Page 6 June 10, 1998 <br />
