Commissioner Roberts also expressed concern about the mass of the houses and their proximity to <br />Foothill Road. She indicated that she would like to reduce the height of these houses and look at the <br />their landscaping prior to design review approval. She noted that moving the access road and making it <br />public would help circulation as well as the properties developing across the street. <br />Commissioner Maas agreed that moving the road to coordinate it with the entrance to the Merritt <br />property is excellent. She stated that landscaping is very important and that she would like to see the <br />landscaping plan for the six homes to ensure that the noise level and visibility issues are addressed. <br />Ms. Maas also mentioned that traffic on Foothill Road needs to be addressed because more and more <br />vehicles aze using the road to bypass I-680, and bicyclists aze increasing. She inquired if there is a plan <br />to widen Foothill Road in this azea. Mr. Higdon replied that there will be one lane in each direction, a <br />lefr-turn lane into the cul-de-sac, and aright-turn deceleration lane to enable southbound vehicles to get <br />off the main lane before making a right turn. He added that there is a plan to coordinate this with the <br />Merritt project. <br />Commissioner Kumazan stated that he could make the tentative tract map findings as listed in the staff <br />report. He indicated that he is supportive of the Commission's concerns for sufficient landscaping to <br />protect the view and ensure the aesthetic appeal of development on the west side of Foothill Road, <br />particularly because the restrictions do not apply to properties on a level higher than those along Foothill <br />Road. <br />A motion was made by Commissioner Dove, seconded by Commissioner Maas, to make the <br />- tentative map findings as listed in the staff report. <br />ROLL CALL VOTE: <br />AYES: Commissioners Dove, Kumazan, Maas, and Roberts <br />NOES: Commissioner Sullivan <br />ABSENT: Commissioner Cooper <br />ABSTAIN: None <br />The motion carried. <br />Commissioner Sullivan stated for the record that he could not make the second and third findings that <br />the site is physically suitable for this type of development and density, and that the design of the <br />subdivision and proposed improvements will not cause substantial environmental damage or <br />substantially and avoidably injure fish or wildlife or their habitat. <br />Commissioner Dove suggested that a condition be added that the landscape plan for each of the six lots <br />be forwazded to the Planning Commission for review and approval. <br />Mr. Iserson stated that during the design review process for the six custom homes, staff would bring the <br />landscape plan required for each of the homes before the Planning Commission prior to final action. <br />With respect to the tentative map, he reiterated that the Commission has the authority to modify all <br />Planning Commission Minutes Page 13 June 10, 1998 <br />
