landscaping along Foothill Road shown on the plan such as requiring the addition of more trees or <br />increasing the size of the proposed flees. <br />Commissioner Maas stated that she would prefer to put in more and bigger-size trees to replanting one <br />mature tree. She asked Mr. Iserson to explain how this could be accomplished. <br />Mr. Iserson indicated that the proposed landscaping is fairly dense with a total of approximately 55 trees, <br />about 22 of which would be coast live oak trees and the remainder would consist of a variety of trees. <br />He then described the 48" box-size oak trees to be about 15 feet tall, not mature but fairly substantial in <br />size, and significantly more expensive than the 24" box-size or 15-gallon trees. The Commission may <br />want to consider adding a condition to include some 48" box-size trees to the landscaping or to require <br />that more than 50% of the trees consist of 24" box-size trees. Mr. Iserson explained that since the larger <br />trees grow more slowly than smaller ones, it would be advisable to include a variety of tree sizes. He <br />suggested that replacing three to five of the 24" box-size trees with 48" box-size trees would be <br />reasonable and provide excellent tree coverage; the other half would consist of 15-gallon trees as <br />proposed. <br />Mr. Higdon indicated that staff uses a lot of 24" box-size trees and would not normally recommend more <br />than 10% of the landscaping to be 48" box-size trees because they are very expensive and have a low <br />survival rate. He explained that oak trees grow very slowly; they need to get acclimated to the way they <br />are planted and get good root growth. He added that it is more difficult for bigger trees to get used to the <br />terrain since they have already grown too many yeazs. He stated that Mr. Iserson's proposed breakdown <br />- of tree size and number is a good balance. <br />A motion was made by Commissioner Dove, seconded by Commissioner Maas, to approve <br />Tentative Tract Map 7030, subject to the conditions in Exhibit "B" and the three conditions <br />contained in the memorandum to the Planning Commissioners dated June 10, 1998, with a <br />modification to Condition No. 6 to add five 48" box-size coast live oak trees, and the addition of <br />Condition No. 7 providing that the landscape plans for each of the six residential homes shall be <br />submitted for Planning Commission review and approval during the design review process. <br />ROLL CALL VOTE: <br />AYES: Commissioners Dove, Kumazan, Maas, Roberts, and Sullivan <br />NOES: None <br />ABSENT: Commissioner Cooper <br />ABSTAIN: None <br />Resolution No. PC-98-43 was entered and adopted as motioned. <br />Planning Commission Minutes Page 14 June 10, 1998 <br />
