5. That the request by Mr. Shaw relating to timed limit parking on the street be <br />investigated. <br />Chair Cooper expressed concern with conditioning the project to include affordable units. He asked <br />Mr. Iserson for direction on this issue. Mr. Iserson suggested that the Commission could include a <br />condition for the applicant to, at least, explore the possibility. He stated that under that condition, the <br />application would also have to be reviewed by the Affordable Housing Commission. Following a <br />discussion, Mr. Iserson agreed to research the matter further. <br />Commissioner Dove stated that he finds most people have a hard time making the distinction between <br />an affordable housing unit and a low cost unit. He explained that an affordable housing unit is <br />actually a subsidized unit partially paid for the by City and that the only way for the property owner to <br />make up the difference in lost rent is to raise the rent for all of the other units. <br />Commissioner Kumaran amended his motion to state that the applicant should work with staff to <br />determine whether one unit can be provided as an affordable housing unit. The motion was <br />seconded by Commissioner Sullivan. <br />ROLL CALL VOTE: <br />AYES: Commissioners Kumaran and Sullivan <br />NOES: Commissioners Maas and Roberts, and Chair Cooper <br />ABSENT: None <br />ABSTAIN: None <br />The motion failed. <br />A motion was made by Commissioner Maas, seconded by Commissioner Roberts, recommending <br />approval of Z-98-79, subject to the conditions in Exhibit "B", except with the following <br />modifications: <br />I. That the applicant be required to install doors on each of the garages; <br />2. That tandem parking be provided with a delineation of the parking spaces assigned <br />to each unit; <br />3. That a "backyard" open space be provided; and <br />4. That the request by Mr. Shaw relating to timed limit parking on the street be <br />investigated. <br />ROLL CALL VOTE: <br />AYES: Commissioners Maas, Roberts, and Sullivan and Chair Cooper <br />NOES: Commissioner Kumaran <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. PC-98-36 was entered and adopted as motioned. <br />Planning Commission Minutes Page 9 May 13, 1998 <br />
