PUBLIC HEARING WAS CLOSED <br />Commissioner Kumaran commented that the project is very attractive and meets, if not exceeds, all <br />requirements. However, he recommended that the applicant install garage doors, designate parking <br />spaces for the apartment residents, and pursue the possibility of tandem parking. With those <br />conditions, he will support the application. <br />Cotmissioner Maas agreed with Commissioner Kumaran's comments. However, in addition, she <br />would like to be sure that Mr. Shaw's concern with the parking is appropriately addressed and feels <br />that one hour parking on Spring Street during business hours should be instituted. She voiced support <br />of the application. <br />Commissioner Roberts also agreed with Commissioner Kumaran and voiced support of the <br />application. She was especially impressed with the applicant's willingness to replace the damaged <br />trees and complimented him on the choice of species. <br />Commissioner Sullivan stated that he likes the design of the project and feels it is a good example of <br />mixed development in a downtown location. However, he expressed concern with the removal of <br />heritage trees, even though they are in poor condition. He recommended that the applicant explore <br />the possibility of planting larger, more mature trees in their place. He also suggested that an open <br />area be provided in the rear area for barbecuing. In addition, he supported Commissioner Roberts' <br />suggestion that one or two units be designated as affordable units. He stated that as long as those <br />conditions were addressed, he would support the application. <br />Chair Cooper commended the applicant for presenting such a nice project for a difficult lot. He feels <br />that the buildings are attractive and nicely detailed. He also agreed to having the applicant install <br />garage doors as well as pursue the possibility for tandem parking. He also responded to <br />Commissioner Sullivan's recommendation for larger trees noting that, as proposed, the applicant will <br />be spending at least $800 per 24-inch box tree. However, he agreed with Commissioner Sullivan's <br />suggestion for an open space area for barbecuing. <br />A brief discussion took place regarding the size and cost of the replacement trees. Mr. Iserson stated <br />that the next size tree would cost at least twice as much money, and Commissioner Roberts stated that <br />they probably would not fit in the designated space. Chair Cooper pointed out that in a few years the <br />trees will be considerably larger. <br />A motion was made by Commissioner Kumaran recommending approval of Z-98-79, subject to <br />the conditions in Exhibit "B", except with the following modifications: <br />2. <br />3. <br />4. <br />That the applicant be required to install doors on each of the garages; <br />That tandem parking be provided with a delineation of the parking spaces assigned <br />to each unit; <br />That a "backyard" open space be provided; <br />That a certain number of the units be offered as affordable units; and <br />Planning Commission Minutes Page 8 May 13, 1998 <br />
