a certain percentage of single story homes. She also stated that if 75 homes will not fit in the Spororno <br />MDR area, then that area should be limited to 69 units and she would consider transferring the six units <br />to the Happy Valley Loop area. This would then allow 22 units in the loop area and only 69 units in the <br />MDR area, but it would mean the units would be consistent with the cant' capacity for the combined <br />parcels. She will also agree to a family compound if a five-acre split is approved similar to that in the <br />proposal by the residents in the South Happy Valley Area. <br />Commissioner Kumaran agrees to delete Trail #7. He supports the 1 1/2 acre density and 22 homes for <br />the lower Spotorno property. However, because of the concessions that were made about retaining the <br />open space and in teens of not having any additional development he will not support six additional <br />homes. With regard to the road cost, he feels the Commission should be consistent to what was done <br />with Greenbriar. He feels that the developer has caused the necessity for the road and should, therefore, <br />pay the full cost. In addition, he is supportive of allowing a family compound and suggests that <br />language be included in the plan. <br />Commissioner Dove agrees that the Spotorno developer should be required to pay for the full cost of the <br />bypass road, but recommended that it be constructed immediately by the City and that the Spotornos <br />reimburse the City at the proper time. However, he feels that the Spotornos could have gotten to their <br />site cheaper than their current cost if it were not for the golf course. He, therefore, feels that golf course <br />should pay their fair share of the cost of the road based on a traffic study. <br />Chair Cooper noted that the objective of the two-acre zoning was to minimize the impact on the Happy <br />Valley property owners, yet the Spotornos are the largest property owners in the area. They own the <br />largest amount of acreage and are not ending up with a lot of residential development. He supports 22 <br />homes on the lower Spotorno property with a reservation for afive-acre open space dedication and a <br />percentage of single-story homes as recommended by Commissioner Barker. <br />He feels that due to the Greenbriar decision, it will be difficult to get the City Council to vote differently <br />regarding the cost sharing of the road. However, he is very concerned because the costs to the Spotornos <br />will be extremely high. He feels there should be some concessions made for them since they have to <br />design homes to mitigate the issues expressed by the Happy Valley residents. <br />In addition, Chair Cooper stated that if 75 homes cannot be built in the MDR area, he will not oppose <br />moving 5 or 6 of those units to the entrance of the golf course to help pay for the bypass road. He feels <br />that since the road has been moved away from Happy Valley, it would be a fair trade. With regard to the <br />family compound, he would support that only if there were appropriate restrictions to prevent it from <br />being built on the ridge. Finally, he supports deleting Trail #7 and suggested that Trai18A be <br />constructed when 75% of the MDR is complete. <br />Mr. Rasmussen expressed staffs concerns for not wanting to shift 6 of the homes from the MDR area. <br />He stated that a large portion of the land for which the Spotornos are proposing the 6 units, is actually on <br />the golf course property and would affect the golf course homesites. He stated that the most recent <br />proposal reviewed by staff from the developer, including splitting an already proposed lot in half. <br />Therefore, six new lots would be created, of which one would be acquired by the City.
