lots, it would impact the quality of the City lots to some extent because they would no longer have the <br />same frontage that was planned. Another consideration is that during the golf course planning process, <br />the owners of the Core property said they would not be supportive of any of the Spotorno lots being <br />shifted to the golf course properties because they were concerned that would affect the value of their <br />homes. He suggested that if the Commission is inclined to pursue the idea of allowing the additional <br />homes in the area, they do so with the understanding that there could be other issues to be resolved. <br />Commissioner Barker stated that she would like to include language to limit the Floor Area Ratio (FAR) <br />and to require a certain percentage of single-story homes in the 22 lot area. <br />Commissioner Kumaran noted for the record that he supports the 1 1/2 acre proposal with the <br />understanding that there will be no additional homes. <br />A motion was made by Commissioner Dove, seconded by Commissioner Wright, recommending <br />that Trail #7 be eliminated; that 22 homes be allowed on the Spotorno flat land that would include <br />the provision that the lots be larger at Alisal Street and alongside the church; they would preserve <br />a five-acre open space; that the FAR would be 25% for two-story homes and 40% for one-story <br />homes to encourage the single story homes with a minimum of at least 6 single story homes; to <br />construct the bypass road now and that the City pay for it now if necessary and collect later from <br />the Spotornos on the basis of acost-sharing formula that would give consideration to the fact that <br />there are additional road trips other than just that coming from the Spotorno property; that the <br />family compound would be approved with provisions that the Spotornos identify to staff before <br />the City Council meeting where that site will be so that the City Council will know specifically <br />what they are approving; and to allow, subject to negotiations with the Planning Department, the <br />transfer of up to six units from the 75 MDR area down to the golf course area, and if that happens, <br />then to reduce the number of allowable units in the MDR area to 69. <br />ROLL CALL VOTE: <br />AYES: Commissioners Barker, Dove, Wright, and Chair Cooper <br />NOES: Commissioner Kumaran <br />ABSTAIN: None <br />ABSENT: None <br />The motion carried. <br />Commissioner Kumaran noted for the record that he opposed the motion because of the conditions <br />allowing the relocation of six homes form the MDR area and because of the road cost sharing <br />proposition. <br />Mr. Rasmussen requested clarification on the location of the family compound. He asked whether that <br />was limited to just one home with agricultural buildings. The Commission agreed and also noted that <br />the site should be in a screened location and identified for the City Council at the time of their review of <br />the specific plan. <br />Planning Commission Page 13 Apri129, 1998 <br />
